With the non-linear power electronic devices and equipment widely used in thegrowing power of harmonic pollution, power quality is deteriorating in the grid. Onone hand, the requirements of modern electrical equipment for power quality aregetting higher and higher, they are extremely sensitive to all kinds of interference inthe grid, more and more users ask for a higher level of power quality requirements tothe electricity sector; there are many differences and controversy on both the powerquality problems and harmonic pollution liability due to interaction and mutualinfluence between the harmonic sources at the point of common coupling, Therefore,It is essential to integrate and coordinate the relationship of the various parts of thepower grid for the power sector.In order to ensure the quality of power supply and pertinent service level, andthen assure the normal trade between utility companies and customers in rated limits,First, it is indispensable to partition the harmonic pollution responsibility when theuser putting into operation as well as the system’s; Secondly, the effect of harmonictreatment can be evaluated exactly only the uses responsibility allocation is accurate;Finally, the power company can not be blind to excessive user of power cuts but todevelop the reward and punishment mechanism, and fully mobilize the enthusiasm ofthe user control harmonic to ensure supply reliability and power quality.The oriented research results of the harmonic source identification andpositioning are summarized in this paper, the advantages and disadvantages of thetraditional methods for sharing the harmonic responsibility are analyzed, a newmethod of harmonic responsibility proportion which apportions the harmonic voltageand current step by step is proposed, and then whose punitive and hortativemechanism and factor analysis of the impact of the apportionment of responsibility isgiven. Finally, taking the system including three-harmonic source users for example,the simulation model was established in PSCAD, Based on which, the impact of filtersswitching-on was analyzed. Applying the proposed method to calculate the harmonicresponsibility in two states of the user in the input or remove filter to get the actualharmonic responsibility. The calculation results indicate that the method proposed inthis paper provided the scientific basics for controlling the harmonics andimplementing the punitive and hortative mechanism.
