Water-level-fluctuating zone is a kind of much important environment resources in urban area It has some ecological, social and economic benefits. However, this area has been always ignored in domestic researchon waterfront.There are rarely researches about the water-level-fluctuating zone in urba n area. How to use and protect the land rationally, to respect for the changes in time and space, to maximize the effectiveness are discussed in this paper.Anhui section of the Yangtze River is located in the lower reaches of river. The annual water level is stable. The water level difference is more than7m after detection. The economic development is rapid of the cities along the Yangtze River. Flood control and water coaservancy construction is under a high level. However, the ecological construction and the rational use and protection of the Yangtze River are still in the beginningsrages. According to the specific characteristics of the water level and ecological, social and economic developing needs, the writer proposed five strategies about the use and landscape design of the water-level-fluctuating. The paper combined analysis of the case study in Wuhu City, summed up some specific measures and methods, which are to be helpful for the utilization and protection of the water-level-fluctuating along the Yangtze River in Anhui Province.
