With the great achievements of road construction, the situation of traffic safety in China is not optimistic. As the speeding which has become a huge threat to people’s lives and property, speeding exceeding could make a significant improvement to traffic safety. The two-lane highway, which composition of more than75%of national highway nets, so, it would take a very important practical significance for reducing unnecessary losses by reasonable speed limit decision making and reasonable speed limit method application.This dissertation is supported by basic concepts of speed limit, the author has conducted a series of research on two-lane highway’s operating speed prediction, prediction correction based on mixed traffic flow, speed limit decision making and specific speed limit methods. The concrete content that the dissertation has finished as follows:(1) Analyzing accident forms and danger road sections or points of two-lane highway, and researching the drive behavior under speed limit by TPH, and then getting theoretical methods which can reducing speeding behaviors.(2) A mixed traffic flow correction model is built by using VIS SIM software, which combined with the traffic characteristics of two-lane highway in China.(3) With the original operating speed prediction model of Guidelines for Safety Audit of Highway as a basic, combined with the different scholars’research on operating speed correction based on environment, and the result of mixed traffic flow correction, this dissertation summary and build the operating speed prediction model of two-lane highway.(4) Initial speed limit projects of two-lane highway are generated, which comes from the operating speed prediction. In consideration of comfortablity,safety and practicablity, the speed limit design making has accomplished by using the method of Matter Element Analysis. And set speed zones and transitions zones. (5) Through qualitative and quantitative research of defining and speed limit setting of danger road sections or points, and research of speed limit forms choosing, concrete speed limit methods of two-lane highway are put forward. And a demonstration is made to illustrate the speed limit methods with an example.
