In recent years, the frequency of traffic emergency is increasing. Especially during the festivals different levels of traffic jams will happen in some regions of the motorway. The reasons which lead to traffic jams is complicated, including the increasing of traffic flow, the change of the traffic flow instruction,the high frequency of traffic emergency and so on. In this paper, after analyzing the multitude of factors of traffic jams in the basic of macroscopic traffic flow model, we introduce the OD matrix into the traffic flow model and improve the traffic flow model. The improved traffic flow model will reflect the instruction of traffic flow clearly, at the same time, predict off-ramp traffic volume for every section exactly. Particularly considering the motorway surrounding scenic spots and economy center, the improved traffic flow model can predict the peak value of traffic flow and the coming time of the peak approximately. This paper imitates the traffic emergency which influences the motorway in different degrees. According to the emergency, we predict the influence of traffic emergency in the entire motorway, take actions which indicated by OD matrix and limit on-ramp traffic volume with iterative learning control which relieves traffic jams substantially.
