With the fierce international competition of global transportation industry, the continuous rising of oil prices and the rising calls for energy conservation and emission reduction, most people choose renewable energy resources in order to protect the environment. Thus, LNG, as a cheaper and abundant resource, is becoming the world’s first choice for energy. And it’s becoming one of the world’s fastest growing energy industry, and growing at about12%a year. At present, LNG carrier is a major means of transporting the gas across continents, which bridge the gap between gas source area and receiving station.Traditional LNG carrier uses steam turbines as propulsion system, which thermal efficency is low and fuel consumption is very high. Considering of the two fatal shortcomings, French Atlantic yards began to build the world’s first dual fuel electric propulsion LNG carrier for French gas companies in2002. Till June2012,100LNG ships in the world have adopted the dual fuel electric propulsion system, counting up1/4of the same class. However, compared with other types of LNG carrier the new dual fuel electric propulsion system LNG carrier comes up with special demand on fireproof, explosion-proof and anti-collision. Being the core of ship, performance of propulsion system depends the safety and efficiency of ship operation directly. Therefore, using scientific and rational methods for safety assessment of the ship propulsion system has very important practical significance.The purpose of safety assessment is to evaluate and identify the systematic risk factors, thus we can put forward a reliable project to control or eliminate the risk in order to prevent the accident, and in this way we can lay the foundation of determining the-system safety goal, implement system security plan, and then we can realize our ultimate goal for the optimization of system security. Under the framework of the FSA, this paper adopts the man-machine-environment-management theory for establishing safety evaluation index system. Then the paper determines the influence degree of each evaluation index of evaluation objects by using analytic hierarchy process, and identifies the membership degree of evaluation index to set security level by using the expert questionnaire method, and finally the paper calculate and analyze the evaluation system through the method of fuzzy mathematics. On the basis of final evaluation results, this paper put forward the reliable security management solutions.
