Water perils are away from the land and usually happen suddenly, which cause difficulty for search-and-rescue, cause mass casualties, bad social impact, significant economic and environmental damages. So, strengthen the construction of water safety and rescue system and ensure the development of water production and operating activities have important implications for our country’s development. SAR resources are the material base for water perils’search-and-rescue, and an effective guarantee of the water production and operation activities.Under the category-management, graded-responsibility and possessions-based emergency management mechanism, this paper aim to study how to integrate the allocation principle parts and collaborative allocate SAR resources under the circumstances of sufficient allocation of SAR resources. Thus based on the principle of fairness and efficiency, this paper rationally shares the cost of the allocation between every participant to ensure the stable operation of the collaborative allocation mechanism.After reviewing the concept and classification of the maritime perils and SAR resources, the first part of this paper overviews the organization and response of the marine perils. Then, based on the theory of welfare economics, the author propose coordinated marine emergency rescue resource allocation mechanism which include: first, make clear of the allocation principle parts; different from emergencies danger classification, this paper divide the marine perils into three risk levels, and correspond the allocation principle parts with the risk level. Then, according to the theory of asset specificity, different levels of specificity rescue resources should correspond to the different allocation principal parts and different allocation ways. Afterwards, this paper studied the composition of the coordinated marine emergency rescue resource allocation mechanism and analysis the cooperative allocation mechanism from longitudinal and regional two aspects in detail. Further, this paper introduces the cooperative game theory to resolve the allocation cost-sharing issues and ensure the stability of this coordination allocation mechanism. This cost-sharing method should bring every part in this mechanism satisfied cooperation surplus and equitably distribute these surpluses. Finally the article uses a simple case to verify the formation of the coordinative allocation mechanism.
