In order to solve the optimal UAV assignment problem to cooperate Soft Kill systems and Hard Kill systems, an improved Simulated Annealing-Particle Swarm Optimization(SA-PSO) is proposed in this paper. This paper includes the following aspects:First of all, as to the defect such as prematurity caused by PSO, we propose a novel PSO integrated with Simulated Annealing algorithm. To prove its effectiveness and superiority compared to the basic PSO, here employ four classic and representative test functions to test.Then a WTA model is established using the UAV attrition with the corresponding target value damage during multi-cooperative attack. Also, a mapping of relationship between particles and real problem according to the restriction characteristics of this model is set up. Followed two simulations showing us how the Soft Kill weapon affects the operation effectiveness. As the result turns out, SA- PSO is easily available and can be used in dealing with the static resource allocation in UAVs cooperative attack well.Moreover, this paper proposed a dynamic resource allocation with a game-theoretical formulation to adapt complicated and variable warfare. The results and process are described with simulation and two-dimensional sketch.
