Phasor Measurement Unit (PMU) as a highly accurate, real-time measurement device, ithas broad prospect for development and will be applied to the power system more and more,due to mature technology of SCADA system in the grid, and PMU price is expensive, optimalPMU placement is more important. In this paper, the system is fully observable withoutconsidering failt of the components to affect grid reliability and investment funds need lessPMU, correspond to propose the method of PMU optimal allocation considering node failurerate and the method of PMU optimal allocation based on the probabilistic reliabilityevaluation.Not considering the reliability of components, generally, PMU optimal allocation resultsdidn’t take full account of the possible failure of the grid elements, from the point of view ofconsidering the reliability and economy, this article proposes the method for optimal PMUplacement by combining the node failure rate and the completely observability of system asconstraints, trying to improve and combine Differential Evolution (DE) Algorithm andShuffle Frog Leaping Algorithm (SFLA),using speed update strategy and global searchingability of DE algorithm to make up for low accuracy and easy to fall into the local optimumin dealing with problems. Comparing results of considering the system failure rate and doesnot considering the system failure rate, which show that the program of considering systemfailure rate make the reliability indices more stable, and the hybrid algorithm compared withthe existing optimization methods, which can reduce the number of PMU configuration andverify feasibility and validity of the algorithm.In the PMU configuration process, due to economic factor, can not be configuredsufficient PMUs to make the system completely observable in the power system, in the caseof a given number of configuring PMU in the grid, this paper proposes PMU optimalallocation method for the uncompletely observability of system based on the probabilisticreliability evaluation on the basis of the hybrid algorithm, the method introduces probabilisticreliability evaluation indicators to optimize the process, the value-added of probabilisticreliability will be as reference factors, to determine a PMU optimal placement scheme tomake the value-added greatest. The analysis, By calculating the different configurations usingCLMCS flow calculation program, which shows trend iterations of configuring PMU devicessystem are less and the changing trend of the expected errors and standard debiation errors bycalculating voltage amplitude are smaller, to verify the selected program is the best option,which has provided a guatantee for the power system as the trend of the underlying arithmetic calculations. If investment funds are inadequate in the grid, the method has a practicalresearch value in the process of configuration PMU devices.
