The Research And Analysis Of Safety Accidents In The Construction Of Urban Rail-transportation

In the first ten years of the21st century, our urban rail transportation got anunprecedented development. The scale and the speed of the constructionattracted worldwide attention. However, such kinds of accidents occurredoccasionally in the construction process, causing a certain number of casualtiesand economic losses. The research and analysis of the safety accidents occurredin the construction period could provide plenty safety management referencesfor the project construction, which had an important practical significance. Themain works are as follows:（1）The definitions of the construction safety accidents and the safetymanagement were cleared, and, the paper introduced the characteristics,classification, investigation and disposal of the accidents.（2）By the Statistics and analysis of safety accidents in Shenzhen SubwayConstruction during period two, Collapse accidents were the most likelyhappening accidents. The impacts of the accidents basically are the temporarystructure damages and the ground subsidence. Most accidents happened in civilengineering construction, and a few accidents happened in Installationconstruction.（3） By the analysis of the typical accident cases occurred in theconstruction processes of foundation pit engineering, Mining method tunneling,Shield thrusting and temporary structure engineering, one by one, safetyproblems of Urban rail transit projects, especially the problem bringing about alarge number of casualties and huge economic losses, were caused byconstruction qualities of the temporary structure engineering and stratapre-reinforcement (Auxiliary technology). So, we should control theconstruction quality of auxiliary technology and the temporary structureengineering. （4）The right way of safety management is controlling the person’sbehavior. A responsibility system, which is clear, brief, smooth and easy, couldeffectively ensure the security responsibility implementation of the person incharge, and, the quality of the construction could be ensured.（5） According to the problems which occurred in the processes ofsupervision and administration, propose the improvement suggestions:1) Perfectthe legal laws, regulations, and the technical standards;2) Reasonable planningand strict approval;3) Establish a sound market evaluation system;4) Clear theduty of Quality supervision and Safety supervision;5)Develop the socialintermediary service institutions of safety supervision;6) The accidentinvestigation should be independent, fair and open;7) Increase the punishmentof the accident unit.（6）According to the problems occurred in the participators’ construction,propose the improvement suggestions:1) Highlight the coordination of projectowner;2) Emphasize the responsibility implementation of the designorganization and the owner;3) Emphasize the implementation of the securityresponsibilities.
