Our country major medium-sized irrigation in the improvement of agricultural production conditions, to ensure food security, improve the ecological environment plays an important role. At present our country major medium-sized irrigation district in 2517, after decades of use, has a lot of problems. Since 1997 implement comprehensive agricultural development medium-sized irrigation water saving supporting reconstruction project, by 2010 China for the support of 332 major medium-sized irrigation water saving supporting reconstruction project. Due to the limited funds, only a year for limited irrigation water for several renovation project, this request for water saving irrigation after the transformation of reform must meet the requirements, and water saving irrigation area of the reform whether meet the requirements will pass through to the benefit of the irrigation analysis, in addition to our country major medium-sized irrigation in water saving transformation according to experts often prefer to determine, water saving transformation measures to have certain blindness, the effect is uncertain. So the major medium-sized irrigation water saving transformation benefit evaluation and water saving transformation pattern study has an important meaning, for water saving irrigation projects and irrigation area of the sustainable development to provide the theory basis.Based on consulting a number of literature material at home and abroad, on the basis of water saving irrigation with emphasis medium supporting reconstruction project practice, with the qualitative analysis with quantitative calculation combining theoretical research and application, the combination of technical route, medium-sized irrigation water saving transformation of the benefit evaluation, combined with the emphasis water saving irrigation district improvement measures for medium, medium water saving irrigation areas of emphasis transformation pattern were summarized in this paper. The main results for:(1) According to the water saving transformation benefit definition and connotation, combined with water saving transformation actual situation, irrigation water saving transformation benefit is that social benefit, engineering, management efficiency and benefit the unity of the ecological benefit embodiment. So in constructing the water-saving irrigation major medium transformation benefit evaluation index system, including social benefits, engineering benefit, management benefit, ecological benefit four aspects 15 index. The index can comprehensively reflect the medium-sized irrigation water saving transformation benefit key characteristics, and the application examples, the index system of each index data more easily obtained, has practical value.(2) Confirm the weight of each index of water-saving benefit evaluation in major medium-sized irrigation area by AHP and Entropy method, through the expert raters to determine the comprehensive weights. And by using fuzzy comprehensive evaluation method and Grey relational analysis to do the irrigation benefit comprehensive evaluation of 20 sample points irrigation areas in 5 districts from of major medium- sized irrigation of China. By comparison and analysis of the two kinds of evaluation result, we can draw water saving transformation benefit levels of the sample points irrigation areas.(3) The analysis of the our country major medium-sized irrigation water saving transformation measures on irrigation water saving transformation with medium benefit, and according to the situation and problems existing irrigation, to solve the major problems in the core technology, combined with medium water saving irrigation on the modification measures, will practical feasible, and the effect is good, the maneuverability is strong, the masses to accept technology are summarized, forming 5 sub-regions, 7 kinds of water saving transformation pattern. For our country major medium-sized irrigation water saving transformation provide the scientific basis.
