At present, the state of water resources utilization in Xinjiang seriously restricted the sustained rapid development of Xinjiang, such as a high percentage of agricultural water,therefore the key technology for agricultural water saving development emphasizes in Xinjiang.Desert oasis in Xinjiang, irrigation agriculture characteristic determines the water-saving agriculture construction as the core of farmland water conservancy capital construction leading role in rural economic and social basis, so it has become a top priority for the construction of water-saving society in Xinjiang to develop efficiently agricultural water-saving irrigation technology. Paper based on the current time background to autonomous region five-year science and technology major projects "Xinjiang oasis irrigation water-saving study and demonstration of key technology and water safety" as the research background of research work and focused on the analysis of economic and social benefits after using water saving technology.The paper mainly in the theoretical analysis, empirical analysis and policy analysis three aspects are studied and comprehensively systematically expound Xinjiang water-saving demonstration technology effect on pond lake river basin cotton cultivation in Hutubi. Pond lake river basin in Hutubi is a demonstration of the construction of water saving demonstration technology base in Xinjiang, and so as a study area it has the very good representative.Firstly, Paper analyses social, economic status, and the application of demonstrate water-saving technology of Pond lake river basin in Hutubi. Secondly, emphatically analyze the change of the input and output of cotton, after it use water-saving technology demonstration, and from the irrigation system and technology early fixed costs, operating costs, benefits, etc analyze in comparison.Thirdly, have cotton cultivation of the pond lake river basin in micro-level data collection and comprehensive evaluation by using detailed survey scheme, and analyzes the comprehensive technical efficiency of cotton production using the water-saving technology with the method of combination empowerment and composite scores. Lastly, according to the research conclusion, on the application of water-saving technologies in the region and the cotton planting development we put forward some constructive suggestions.
