Soil and water loss is the phenomenon of soil erosion in large areas caused by natural and human factors. As it is destructive, involves wide areas and has profound and lasting impact, the soil and water loss is regarded as one of the public hazards that destruct ecological environment in the world. In recent years, along with the rapid development of social economy, soil and water loss in Hubei province presents an increasingly serious trend and the ecological pressure is rising step by step. So promoting the development of soil and water conservation in Hubei province with guidance of idea and concept of sustainable development of soil and water conservation conforms to reality, and it is also the specific requirement of creating environment-friendly society.This thesis chooses Hubei province as the research area and discusses the theory, practice, necessity and measures of sustainable development of soil and water conservation. First of all, systematically elaborates the definition, research contents and research methods of sustainable development of soil and water conservation on the basis of full collection of literature material. Secondly, on the basis of full grasp of natural and social economic conditions and present situation of soil and water loss, gives detailed introduction and analysis to the influence factors of soil and water loss in Hubei province, such as terrain slope, rainfall, vegetation and land use, etc. Thirdly, uses ecological footprint model as tool and proves that implementation of the soil and water conservation measures has positive significance to improvement of ecological carrying capacity, reduction of ecological deficit and realization of sustainable development of soil and water conservation from data and theories. Finally, combined with actual situation in Hubei province, raises three measures to realize the sustainable development of soil and water conservation.This thesis makes the following conclusions through research and analysis:1. The area of soil and water loss is large in Hubei province, occupying32.7%of the soil loss area of the whole nation. The annual soil loss tolerance is large. The rainfall erosion is the main reason. The loss degree is mainly moderate and mild and the main land category is slope farmland.2. In the factors of affecting soil and water loss in Hubei province, areas with slope15°~35°is the largest area of soil and water loss. The rainfall erosion force distribution and numerical values have direct correlativity with soil and water loss quality and soil erosion area. Vegetation index has negative correlativity with soil and water loss degree and area. Soil and water loss area of farmland forestland occupies87.06%of the whole soil and water loss area.3. Through the measurement and calculation of ecological footprint model, the implement of soil and water conservation measures reduced the amount of0.000830hm2/cap ecological deficit quantity in2010. It also proves that the implementation of soil and water conservation measures has positive significance to improvement of ecological environment in Hubei province and reduction of ecological deficit from data and theories.4. At the same time with actively carrying out comprehensive control and monitoring and forecasting of soil and water conservation should provide organization, technology and funding to realize sustainable development of soil and water conservation in Hubei province and also realize the social, economic and ecological benefits of soil and water conservation.
