Water shortages and pollution slowly formed a vicious circle. Therefore, we need a set of measures of water resources in scientific applications. Anyang City, Henan Province is China’s sub-humid lands, For it’s local social development,the water resources has a relatively large gap. By the combined effects of anthropogenic and natural factors in the development and utilization of water resources, there has been a series of questions:Reduce the amount of groundwater resources, the gradual deterioration of the water environment, groundwater over exploited, water environmental management, and management awareness has to be improved further. As an agricultural city, the problems in Anyang is the agricultural irrigation, wasted water resources become more prominent. Therefore, Anyang City, winter wheat irrigation in water resource management and rational utilization of a very important practical significance for the sustainable development of water resources.This paper discusses the feasibility of science and increased production of winter wheat evapotranspiration and the dosage of the water.
