At the beginning of the21st century, natural disasters happen more frequently and bring about the increasingly greater loss, as a result of the global warming and the stronger impact upon the nature by human activities. The soil drought condition, in particular, does more harm to the safe grain production in our country. Therefore, making quick and accurate response to disasters and then taking effective measures is the new destination of the meteorological soil moisture monitoring work.Faced with the new situation of disaster prevention and mitigation, which called out new attention and efforts to meet its demands, the meteorological department needs to step up the construction of the mobile monitor station of natural disaster in an all-round way. Since the auto meteorological monitoring work came out in our country, following which the soil moisture monitoring work has been carried out. However, by the year of2010, the artificial observation was still its main pattern. Problems appeared that, the low efficiency, the great error and the discontinuous file maintenance seriously affected the researching progress of the influence upon the natural disaster and the economy production by the soil moisture condition.In this article, we will apply to the method adapted to monitoring demands of the meteorological sectors, on the basis of the comprehensive analysis of the present way of soil moisture monitoring at home and abroad. At the same time, we will take creative research and development and the system integration to the monitoring instruments, so that we can build a new pattern of portable and intelligent soil moisture monitor. And by making analysis and conclusions in the application of sensors, and also by working constantly on its popularization, we are able to make it more objective and accurate, and finally enable it to provide most value and promote its social economic benefit.
