In this study, we choose Qionglai City in Sichuan Province as a study area, in accordance with the "County Land Resources Management Information System data dictionary" and on the basis of soil testing and fertilizer survey, detection, field trials, demonstration, etc., we establish a spatial and attributes database of the Qionglai City County arable land resources management information system to evaluate the soil fertility of the city’s649,365acres of arable land. For this soil fertility evaluation, we select a total of11indicators of three categories which is the site conditions, topsoil physical and chemical properties and soil management. After laboratory analysis of soil pH value, organic matter, total nitrogen, available nitrogen, phosphorus, potassium content and understanding the soil parent material, topsoil thickness, barrier layer type, irrigation guarantee rate, rotation system, we use the arable food production as a correction factor, set up Farmland soil fertility evaluation System, apply management of farmland geographic information system (MAPGIS), County Land resource Management Information System, Computer and mathematical model of integration technology for getting information access and the results of expression, make overlay and retrieval on the map through system software, and then divide9818evaluation unit. Analytic Hierarchy Process and Delphi method are adopted to determine the weights and the membership degree of each index, Index and the method to calculate comprehensive Index of soil fertility, County Land Resource Management Information System Integration Module for the determination of the scales of cultivated land fertility, and then Qionglai of Farmland are divided into four scales.The final evaluation report of soil fertility of arable land in Qionglai City show a detailed Review of the environmental conditions, soil types and distribution of all scales of soil fertility of cultivated land area, of soil nutrient status about Qionglai farmland analyze of the arable land obstacle factor and the existence of the problem raised the arable land improvement measures and recommendations.
