Cultivated land is the essential resource for human survival.The quality of cultivatedland is very important for food safety.Maintaining and enhancing the soil fertility of arableland with promoting the rational useness is the guarantee to realize the social economysustainable development. Through the evaluation of farmland productivity work, we can graspthe current situation of cultivated land resource productivity meanwhile promot the sustainableuse of cultivated land resources, guide the agricultural production, provide scientific basis forrelevant agricultural industrial policy.This article is based on the analysis and research in the influence of the cultivated landfertility for the HuaiYuan Country.Using the Delphi method, from the soil management,environmental conditions, physical and chemical properties of soil, nutrient status and soilprofile consists of five aspects, we select the16factors influence farmland soil fertilityevaluation of cultivated land productivity as the participating factor.we take the method thatanalyticing hierarchy analysis to establish the discriminant matrix decision of the participatingfactor weights;and a method about fuzz mathematics method, according to each participatingfactors of farmland soil fertility characteristics and the influence degree to establish thecorresponding membership function; using geographic information system software to buildthe database, using the index and the method to determine the index of cultivated land inHuaiyuan County, and then using the isometric classification method combined withcomprehensive index of cultivated land in Huaiyuan county land is divided into five levels. Aminute to the main area of2.2×104hm2, accounting for14.9%of total cultivated land;Second-class land area of5.63×104hm2, accounting for38.1%of the total amount ofcultivated land resources; Three classes of land area of5.12×104hm2, accounting for34.7%of the cultivated land area; Four grades of1×104hm2, accounting for6.8%of the totalcultivated area; Five, the area of0.81×104hm2, accounting for5.5%of the cultivated landarea.On the basis of the HuaiYuan country through wheat cultivated land suitability evaluation,the conclusion that in general HuaiYuanXian cultivated land suitable planting wheat, whichhighly appropriate and appropriate, reluctant appropriate, unfit HuaiYuanXian accounted for28.4%of the total cultivated,42.7%,24.1%,4.8%.Based on the cultivated land fertility evaluation and crop suitable assessment results, on thebasis of the level of quality of cultivated land construction measures; according to the countyin the cultivated land fertility, agricultural natural conditions, geographical location, the ruraleconomy development level, work habits, crop and soil environmental condition layout,according to the results of the suitability of the cultivated land use we get some suggestions. Northern areas that implementation of wheat, corn crop rotation, and at the same time can bemade it into county soybean, peanut, cotton, and other crops center; Grain and oil productionin the western areas as the key, strengthen the vegetable production base and poultry raisingbase construction; The production of along Fei river wheat, rice crop rotation, further improveHanGaiShui work; Guo river and Huai rixer’s plain is in rice production, wheat as the keyconsideration, make vegetables planting base; Along the passage of huai solved withproduction areas to flood the relationship between the development, short season vegetables,the future development direction key is to make the grain crops base for the county; make thenational famous pomegranate industrial base in Jing and Tu production areas.
