Cotton is an important cash and fiber crop both in the world and china. To develop cotton production is all important to the national economy and the people’s livelihood in china. Cotton is a crop suffered the most serious plague of insect pests. Every year, the lint yield loss of cotton caused by insect pests can reach600,000-800,000MT which occupies15%-20%of the total world yield of cotton. The breeding and application of new varieties of cotton with high-yield, fine-quality and good resistant can not only ease the contradiction between supply and demand, but also increase Chinese international competitiveness of the textile industry to ensure the safety of Chinese cotton industry. This paper summarized the breeding course, comprehensive characteristics and pilot-scale experiment of Quanyin No.2which is a transgenic insect resistant hybrid cotton variety, as well as the economic, social and ecological benefit from pilot-scale experiment.1. Project Introduction. The result of Quanyin No.2in Yangtze River region and Anhui Province was summarized, and the advantages of Quanyin No.2were analyzed. The general objectives of pilot-scale experiment, stage objectives and financial investment plan were summarized. The total investment was9,100,000.00yuan, in which3,000,000.00yuan was applied from Fund for Agricultural Science and Technology Achievements,6,100,000.00yuan was self-financing. Then,2,400,000.00kg of coated seed were produced and promoted with the profit of8,400,000.00yuan and the related social benefit of240,000,000.00yuan.2. Detailed analysis on the cutting-edge of the project. The advantages of Quanyin No.2include:rich fruit, good resistibility to disease and pest insects, high yield, good yield-increasing potential, high quality and good adaptability. Quanyin No.2is a new hybrid variety of bivalent insect-resistant (Bt+CpTI) transgenic cotton plants which has national patent. Quanyin No.2was bred by a combination of biotechnology and traditional methods, thus producing parents with good characteristics and higher combining ability.3. Illustration of the implementation plan of the project. The illustration of the implementation plan of the project was carried out on the content, technical route, embodiment, funding financing and risk assessment of the project. After the completion of the project, Four systems such as parent purification and rejuvenation, standardization seed production of hybrid cotton, cultivation techniques for high yield, and industrial development service network were performed. With the considering of parents purification and rejuvenation, purity-conservation and breeding as the core, the establishment of seed production base of as the foundation, the demonstration of improved varieties and technical training as the guarantees, and the improved varieties and cultivation technology research and demonstration as the goal, the technical route of the demonstration of improved varieties and methods was carried out to reduce the production cost and improve cotton planting benefits. Based on the guarantees of embodiment by enterprises and Agricultural University, as well as the feasibility analysis from ginned cotton market, cotton seed market, the market competitiveness these three aspects, the risk evaluation was performed on four aspects including market, technology, policy and natural.4. Analysis of prospective social and economic benefits in this project. Firstly, the achievement transformation goals and the maturation degree of techniques were analyzed. After the project is completed, the mature technology can be applied in large scale of production. The planted area in2011is up to20,000hectares, which that will be33,300hectares in2012and53,300after the year of2012. Secondly, the economic, social and ecological benefits of the project were analyzed.240,000kg seed will be produced with the sales income26.4million yuan and the profit of8.4million yuan, and the extension area will be53,300hectares with social benefit of240million yuan after the project completion. As for field production, the scientific cultivation techniques were demonstrated and popularized The cultivation techniques include rational using of pesticide, increasing application of organic fertilizer and potassium fertilizer, integrated techniques of managing diseases and insect pests, reducing the usage of fertilizer and pesticide.These measure could reduce the pollution of chemical fertilizers and pesticides on the air, water and farmland, and protect the ecological environment of cotton to achieve the sustained, stable and coordinated development of agricultural production.
