Sustainable development is a historic topic, the concern on environment and man-landrelationship have been thousands of years. Sustainable development involves a broad and deepfield. Not only include country and nation, but also include the basic necessities of life, industryand agriculture. Sustainable development as a development model and strategic objectives, hasbeen approved by international community and governments. Because agriculture is the base ofour society, so the agri-ecological economy system’ development of out city is the base of oursociety. So the key of China’s sustainable development is the sustainable development ofagriculture ecological economy sistem. To promote to develop the society more sustainable, weshould strengthen the basic position of agriculture sistem. Heilongjiang province is a bigagriculture province, therefore, the national economy growth major grain by producing food, ithas a important position, besides it is the economic development as the key of agricultureecological economic development in Heilongjiang province, at the same time it have animportant impact on the country’s food production. Harbin as a major grain-producing city due tothe long-term pursuit of the economic value of agricultural production; excessively rely on theinputs of industrial auxiliary energy; lack of the understanding of the value of environmentalresources factors, lead to natural environment sub-system gradually replaced by human control, and Harbin agricultural ecosystem were severely damaged. and over-dependence on theregulation, which is the root cause of the ills of modern agriculture. This is also thedisadvantages of modern agriculture. therefore reasonable to understand and evaluate thecontribution of environmental resources is an important issue. So the input and output and sustainability status of the agro-ecosystems in Harbin Cityfrom2001to2010, were evaluated and analyzed by energy analysis theory. Beside the majorindicators of energy theory which affect the development of the system, were calculated andanalyzed. In addition, the stainability Index of2010-2015is predicted by GM(1,1), thenanalysis predict results and propose countermeasures. The agro-ecosystems total emergy amount of Harbin City from2001to2010is1.04E+22sej~1.63E+22sej; the Industrial auxiliary energy value occupied53.90%to66.34%of the totalinput emergy amount; the renewable environmental resources energy value occupied19.28%to23.86%of the total input emergy amount in which the rainwater chemical energy is maximum.Besides y in animal’s emergy input is maximum In renewable resource products emergy. The result which we calculate shows that the total energy input of Harbin City in Agro-ecosystemsin2000-2009shows a slow upward trend; the maintain of agro-ecosystems is rely on industrialauxiliary energy too much; the social economic purchase emergy input is redundant too. In aconclusion, the rely on the in put on social economic of maintain of agro-ecosystems andsustainable development is gradually increasing. The energy yield of Harbin agro-ecosystemshave a rising trends. The gro-ecosystems of Harbin mainly includes farming and animal. inaddition, Farming mainly includes rice, corn, beans, and the animal husbandry mainly includesmeat, milk, eggs. The fisheries share small part of energy., the agricultural economy structureof Harbin have been changed significantly. Both animal husbandry and farming were animportant part of the city’s agricultural output. The import of natural precipitation and the waterof the Songhua River in Harbin play an important part on agricultural production as harbin is anagricultural irrigation area. The total agro-ecosystems emergy amount of Harbin City is2.78E+22~4.30E+22sej. Theamount is increasing. Animal husbandry occupies54.32percent of total agro-ecosystemsemergy amount,40.45percent of the farming, fishing5.23%, and the proportion of livestockproduction exceed the crop farming. Fisheries only share a small part of proportion. Theplanting industry is integral part on the farmland ecosystem of this area, besides planting rice, corn and beans are for planting industry. Furthermore, meat, milk, poultry and eggs are majorpart of animal husbandry. The fisheries only share smaller proportion of emergy. This shows theagricultural economic structure of Harbin has undergone significant changes. animal husbandryand planting industry are important part of the city’s agricultural output of the value ofagricultural production. The agricultural ecosystem emergy indicators show that emergy yield ratio of Harbinagro-ecosystems is3.34to4.56, emergy self-sufficiency ratio of agro-ecosystems is0.26to0.30, emergy investment rate is2.30to2.89, the environment load rate is3.19to4.19high inChina. The index on sustainable development of Harbin is between0.83to1.32. So thesustainable development is under pressure. The natural condition of Harbin is good, andagriculture systems make full use of the advantages of light. So resource is highly utilized; However, the city’s intensification of agricultural production is not high; environmental load ishigh; the pressure of sustainability development is under pressure. Relying on social economysystem’s input industrial auxiliary and ignore the contribution of natural environment makes therely on the input of economic system continuously increasing. Through the adjustment ofindustrial structure of agriculture, strengthen the investment in science and technology, improve production management mode, reduce the production cost and improve productionefficiency to improve the product market competitiveness.Through the forecast on sustainability Index, the sustainability index in showed an increasingtrend. The sustainability index increase from0.8280(2006) to1.4949(2015). But the system sustainability index is still relatively low, it is always a consumption-based economic systemsystem, system sustainability is poor. The Harbin agricultural system is seriously threatened. Inorder to make the Harbin agro-ecosystems could able to take the road of sustainable development, the future development of agro-ecosystems in Harbin should take the following specific measures:Adhere to sustainable agricultural development strategy, vigorously develop green ecologicalagriculture. Strengthen the Government’s policy guidance, to promote land development better.Strengthen the construction of rural environmental protection laws, and rational use of naturalresources in accordance with the law. Improve fertilizer utilization, emphasis on the research anddevelopment on organic fertilizers and bio-fertilizer and pesticide. Therefore, in order to maintain the sustainable development of Harbin agro-ecosystems in thefuture, we should actively introduce advanced technology and to enhance the investment in scienceand technology. And we must develop water saving irrigation agriculture; actively introduce advancedtechnology, strengthen investment in science and technology; adjust agricultural structure;increase intellectual resources inputs, adjust the industrial auxiliary inputs, improve the useratio of emergy benefit ratio. Not only pursue competitiveness in the market but alsoagro-ecological environment, Take the road of sustainable development of ecologicalagriculture.
