Basic-level Agricultural Technology Extension System Construction In Tonghe County Of Heilongjiang Province

Our national economy is based on agriculture, the agricultural sound and rapid development ofrelations with the sustainable development of the whole national economy, and safeguard the prosperityand stability of the society. In recent years, under the influence of many factors, international food pricesare volatile, food prices rising trend is obvious. As the largest importer of grain, the food security of ourcountry is facing great pressure. In fact, from the relationship between China’s grain output and per unitarea yield, the trend of the growth of grain output and per unit area yield increased synchronization,which has played a major role of agricultural science and technology. Contribution rate of ChinaAgricultural Science and Technology, however, is only54.5%, compared with developed countries, thegap is still very large. Under the condition of limited land resources, increase the per unit area yield ofgrain of science to ensure food security in China has become the most important work. Among them,status of agricultural technology extension system is particularly important, and it is essential for oursystem of agricultural protection and support system, but also speed up the building of a new socialistcountryside, an important pillar of the deepening reform of the rural economic system. Therefore, under the conditions ofmarket economy, the basic-level agricultural technology extension agencies should take the initiative tograsp the current reform situation and development trend, aggressive bold reform, relying on theresources, technology and talent advantages, seize the opportunity to strengthen the self-improvementconstruction.The paper through a balanced analysis, comparative analysis method, questionnaires, researchmethods literature study.(1)A balanced analysis. Analyzed from supply and demand of basic-levelagricultural extension system in Tonghe Country, there is a deviation between the supply of agriculturalofficers and farmers’s demand, which improve promotion efficiency must inspire the effective demandof the farmers.(2)Comparative analysis and comprehensive analysis. Foreign agricultural system,especially in some developed countries in the region, the promotion of agricultural technology isrelatively mature, so as to provide us with a lot of experience is worth learning, we study how to learnfrom the the foreign agricultural extension system has a meaningful role.(3)The questionnaire method.The main targets of the investigation based on the farmers as well as government agricultural technologyextension station for the survey, respectively, from the farmers prenatal, delivery, postpartum designed questionnaire which services are needed to understand their needs.(4)Literature. In the literature on thepromotion of agricultural technology, through the library, the Internet and other means to retrieve thestatus quo and system trends at home and abroad on the promotion of agricultural technology.This article surveys agricultural extension services agencies and randomly selected farmers inTonghe Country, and based on talent, organization, services content, performance, system building etc.,the results show that basic-level agricultural extension work is particularly important for thedevelopment of the local agricultural economy, and also contributing to the production. However, theproblems such as supply-demand relation and financial incentives still exist. Therefore, the purpose ofthis paper is propose a proposal for the local government in order to stimulate farmer’s demand andestablish proper appraisal standards based on analysis of current fiscal investment, farmer’scomprehensive quality and extension worker’s ability in Tonghe Country.
