Study On The Operational Status Of New Rural Cooperative Medical System In Jineheng City

ObjectiveThe aim of this study is to understand the participating rate, the state of the financing and compensation of the New Rural Cooperative Medical System (NCMS) in Jincheng city, through system analysis on the running data of NCMS, and to find out the problems in NCMS in Jincheng city, Shanxi province through analysis of relevant data in NCMS administration. The results may provide an evidence for improving financing and funding running in NCMS and promote the development of NCMS.MethodsAll data was collected from NCMS administration, including population, economic state, health data, health resource and data of NCMS. The reimbursement database was also collected. The running status and the problems in NCMS was explored through descriptive analysis methods.Results(1)The basic status of NCMS in all counties in Jincheng city. The population of1.54million participated in NCMS, and the participation rate was98.1%, which was lower than that average rate in Shanxi province in2011. The participation rate (88.33%) was higher than the average rate in Shanxi province in Conclusion(1) The participation rate of NCMS was increasing stably, and NCMS coverage expanded.(2) The level of raised funding and compensation was enhancing, but funding raising channel was single.(3) The beneficiary rate and health utilization was increasing.(4) The rate of utilization of NCMS higher than that in Shanxi province and in nationwide.
