In recent years, with the development of economy and theimprovement of people’s living standards, China’s medical and healthservice level lagging behind is a fact that shouldn’t be denied. In the city,people generally reflect that the highly costs medical treatmentphenomenon has not been solved.In the vast rural areas, farmers cannot getimmediate treatment makes the situation more worrying."Highly costsmedical treatment" phenomenon has become one of the new"3bighills",caused the majority of the intense dissatisfaction of masses,andbecome one of the focus and hot-spots in today’s society.To this, the statehas adopted a series of measures to reduce medication costs,such as drugprice reduction, centralized bidding and purchasing, drug pricing systemreform, implementation of new rural cooperative medical system, double Gcertification(GMP and GSP), comprehensive coverage of medicalinsurance for urban workers. Although the drug retail price index is innegative growth, today’s medicine prices are still hard to accept by the masses,the total medical costs is not lower, and the "highly costs medicaltreatment" phenomenon still exists,and this phenomenon performed asnominal high price of drug.Nominal high price of drug in China is thecomprehensive result of the imperfect medical security system, thenon-standard medicine circulation system, the imperfect medical and healthsystem, disorder market and economic, unwholesome tendencies prevailingindustry and government regulation defects.Only to solve one item isdifficult to fundamentally solve this phenomenon.Therefore in2007,Chinahas officially set foot on a new road of reforming medical system.InOctober the same year, the17th Party Congress was held in Beijing,thereport of Chairman Hu mentioned that to establish a basic medical andhealth care system and to improve the national health level.He mentionedthat "to build coverage of urban and rural residents of the public healthservice system, medical service system, medical security system and thedrug supply security system, to provide people with safe, effective,convenient, affordable medical and health care services".Drug supplysecurity system consists of pharmaceutical research, production, circulation,application, wherein the drug circulation is the link of production andapplication, and is the necessary part of drug supply security system.Under this background, this paper based on the analysis of the currentsituation of drug circulation, to explain the reason of virtual-high drugprice.As the basis of system theory, transaction cost theory, logistics management theory, by drawing lessons of the advanced experience of drugcirculation from foreign developed country, the author deeply studied ournation’s and our city’s drug circulation development history and presentsituation and influence factor analysis,and with the literature analysis,questionnaire, interview, statistic method, discussed the medicinecirculation of the new model, and puts forward the countermeasureanalysis.Because of our nation’s modern pharmaceutical logistics research is in itsinfancy, and lack of systematic, comprehensive and scientific subjects,theauthor tried to investigate the problems of the country and Chongqing’sdrug circulation, to further enrich the modern drug distribution theory, andto deepen the people’s understanding of new economic era of drugcirculation.Hoping that as the "Eighteenth People’s Congress" is going tobe held, in the first year of the" Twelfth Five-Year Plan", this paper canregulate the drug circulation market, promote "peaceful Chongqing, healthyChongqing", and provide theoretical and practical reference for theestablishment of modern drug distribution model.
