Comprehensive Evaluation Research On Capacity-building Of Institutions Disease Prevention And Control System In Xinjiang

Objective: Purpose of this study is around the current health reform anddevelopment goals and focus, Through completely and systematically learning about thehuman resource, financial resource, material resource, emergency capacity,inspection capacity, public function in the institutions of disease control and preventionin Xin Jiang, reasonably evaluate these institutions’ capacity, explore and summarizethe result and experience in the process of public health system construction, providetheory basis for further consummating public health system and institutions transformation,also provide evidence-based basis for public health institutions capacity-building infuture.Methods: Throughout the study is based on the fact，with much theories andmethods of statistics, economics, sociology, and consulted ideas of some experts andpublic health workers. This study mainly adopted such methods as literature research,field investigation, expert consultation, comparison research methods. Survey datacollection, after data of verification, and to establish EXCEL database entry data andthe data were second check, guarantee the authenticity, accuracy and integrity of thedata.Results: The main result of this research were shown as the following:(1)Humanresources: Various levels CDC in xinjiang on-the-job personnel mainly by health workers,ratio respectively for,61.6%、77.9%、77.8%, Bachelor or above degree personnelproportion still low, With national regulation there were respectively2.2%,19.4%and15.9%of the gap, CDC personnel structure need a complete added and change.Xinjiang disease prevention and control personnel age level focus on35to50years old.(2)Financial resource: The finance input still not enough, leading to some public function toabolish, sideline business and clinic service weighted heavily. Revenue and expendituregradually grew to achieve balance.(3) Material resource: CDC work place house includebusiness room, experiment room, Security room and administrative room.xin jiangCDC The four work place of proportion of an average of40.8%,29.5%,30.3%and 10.8%.(4) Inspection ability: Xin jiang CDC at all levels without a with the state standards,and the inspection institutions and the ability of class the largest gap compared to thenational standard.(5) Scientific capacity:These institutions got some achievement in thescientific research, and application of base research promoted that the routine work wascarried out.(6) Comprehensive evaluation: Use the methods of Principal ComponentAnalysis, Coming true of these institutions with comprehensive methods, got theranking order, and divided them into there levels. Conclusion: Disease prevention andcontrol system is a system engineering, Ability construction is point of the diseaseprevention and control system construction, At present xinjiang disease prevention andcontrol system human resources, financial and material resources, inspection,scientific research ability still some defects, and still hava a large gap between nationalrequirements, the Xinjiang disease prevention and control system construction task isstill a long way to go.
