Research On The Positive Urban Medical Assistance In China

Chinese urban medical assistance had six years since the pilot，as aninstitutional arrangement for the underlying people it played an importantprotection function and weaved a solid safety net for them. But it revealed a lotof problem in the implementation process，such as the selection criteria forrelief object uncertainty，the range of relief too narrow，the mode of rescueunreasonable，too many conditions and the level too low. The root of theseproblems lie in the wrong idea of policy design. It present a residual socialpolicy model neither solve the problem fundamentally nor respond to the futuredevelopment of medical assistance.The author thinks that the current urban medical assistance system isimperfect of the antiquated idea which relies on the theory of social insurancetoo much and obsession in the traditional relief-type social policy model. Inresponse to the future demand for medical assistance, we must change thestatus quo and let it become a true modern medical aid system which has astrong sustainability. Based on the reflection of the traditional social policy，some scholars proposed developmental social policy theory. There are severalcore beliefs of developmental social Policy, fist of all it believe social andeconomic policy can be integrated， secondly it emphasis on social investment,third it stressed upstream interventions on social issues. We can absorb fromthe core beliefs. Combination of the analysis of developmental social policy,the article think that introduces developmental social policy theory would be asuitable choice. We can learn from the developmental policy philosophy tobuild China’s active urban medical aid system based on the analysis of China’smedical aid policy and China’s national conditions.We should pay attention to the concrete practice of urban medicalassistance and the idea of overall advancement of social security system. Now we have conditions to build a positive medical assistance system. We must tochange our idea first，put the development concept on the policy design. Andput forward specific policy recommendations from the rescue mode，the levelof assistance，rescue methods and rescue in the last part of the article.
