In recent years,China has made great progress in deepening reform in an all-round way,and medical security in urban and rural areas has made considerable progress.However,many problems have also been exposed,such as the sharp rise in medical expenses and the emergence of problems such as "expensive medical treatment","difficult medical treatment" and "poverty caused by illness" among urban and rural residents,which have seriously affected the normal life of residents,especially the poor rural residents.The report of the Nineteenth National Congress put forward that we should resolutely win the battle against poverty and ensure that the rural poor can be lifted out of poverty by 2020 under the current standards of our country.If the problem of poverty caused by illness can not be solved well,it will affect the realization of the goal of building a well-off society in an all-round way and the harmony and stability of the whole society to a certain extent.As a precise anti-poverty prescription to solve the predicament of "poverty caused by illness and poverty returned by illness",rural medical assistance policy is of great significance to win the battle against poverty.From 2015 to 2017,Fuping County,Hebei Province,tried to reimburse the patients with serious diseases and special chronic diseases who participated in the New Rural Cooperative Medical Scheme.A 100% reimbursement mechanism for hospitalization compliance fees and a fund for the relief of major diseases in counties for the elderly over 60 years old in rural areas were established.As a national poverty-stricken county,Fuping County made a preliminary exploration of the rural medical relief policy.The first part of this paper defines the relevant concepts of medical aid and policy evaluation,and then introduces the specific content and local implementation of the newly explored rural medical aid policy in Fuping County,Hebei Province.In the second part,through the combination of literature research and empirical analysis,a questionnaire survey and follow-up interviews were conducted in the rural areas of Fuping County.The questionnaire covered 130 rural residents' feedback information from three towns and seven townships in Fuping County.The collected information was collated and statistically analyzed.From the perspective of public policy evaluation,two levels of fact evaluation and value evaluation were constructed.Sex,impact,responsiveness,productivity development,sustainable development and fairness are six secondary indicators,including personal effect,family effect,social effect,comprehensive effect,economic impact,social policy impact,human resource impact,behavioral impact,group demand,group living habits,social value and belief,social responsiveness,scientificity,effectiveness and moderation.Comprehensive policy evaluation system of 24 three-level indicators including inclusiveness,economic sustainability,social sustainability,sustainability of talent team,cultural sustainability,equality of opportunity,equity of rights,fairness of results and fairness of process,combined with SPSS(19.0)software and questionnaire data,the importance of influencing the implementation effect of medical aid policy is analyzed by using principal component analysis of factor analysis method.Principal component analysis is used to measure accurately the effect of the implementation of rural medical assistance policy in Fuping County.Finally,the comprehensive score of the evaluation of rural medical assistance policy in Fuping County is obtained through the measurement results.In the third part,through the analysis of the comprehensive score of the rural medical aid policy evaluation in Fuping County,combined with the field investigation and interview,it is concluded that the evaluation results of the rural medical aid policy in Fuping County are as follows: the rural medical aid policy in Fuping County has achieved certain relief effect and guaranteed the basic living standards of the majority of rural sick residents and poor people,but the three major medical aid policies are not only effective.There is still great potential to improve the medical aid for the rural sick groups,and there are still three major problems to be solved urgently: low awareness of policies,low equity of policies and insufficient sustainability of policies.At the same time,it is found that the main reasons affecting the implementation effect of rural medical assistance policy in Fuping County are as follows: first,the publicity effect of rural medical assistance policy in Fuping County is not good,some residents do not understand the relevant policies of rural medical assistance in Fuping County;second,the fairness of rural medical assistance policy in Fuping County is not high,including inadequate precision of medical assistance and unfairness in the process of policy implementation.Third,Fuping County's rural medical assistance policy has insufficient sustainability development capacity,mainly manifested in the insufficient sustainability of relief funds.At the same time,in order to further improve the rural medical aid policy of Fuping County and improve the quality of rural medical assistance,the following optimization paths are put forward: first,to establish a comprehensive development of the multi-dimensional rural medical assistance system;second,to expand the publicity of rural medical assistance policy;third,to enhance the fairness of rural medical assistance policy;fourth,to optimize the allocation of funds for rural medical assistance and actively promote it.Construction of socialization system of motor medical assistance.Through the above analysis and research,it can provide some reference for the current evaluation and policy exploration of rural medical assistance policies in poverty-alleviated counties in China.
