As per World Health Organization reports,‘’birth defects’ is the mainreason to cause the rising of global infant mortality and child morbidity. InChina, there are about1000,000children are born with congenitalmalformations every year, accounting for4%to6%of the total birthpopulation. Birth defects has become the major social problems which affectsour social and economic development. The paper attempts to take the socialwidely concerned ‘no anal baby girl in Tianjin in2010issue’ as example,withthe argument on the point of ‘should we support this baby or not’in theinterne. In order to explore and discuss the problem of ‘birth defects’treatment based on the angle of cultural construction in the period of socialtransformation. The essay not only analyses the cultural construction of the‘birth defects’ and the concerned bioethics theories, but also illustrates themain line in the ethical considerations problems like, the moral dilemma whena family in the situation of ‘to treat or not to treat’; Loving Mother’s forcingtreatment conflicts between justice and law, medical omissions, trying to findout the effective solution, in terms of medical theory, social management, laws,ethics, etc., to solve the ‘birth defects’ problem in the new era.
