The equalization of basic public health services related to basic human rights of health,to the responsibility of the government in the field of public health; to long-term economic development and social development,to the people’s aspirations on health care; to the balanced development of health services and harmonious society building. So, the academic community paid attention to the term of equalization of basic public health services. The opinions on the promotion of basic public health services gradually equalization introduced in July14th of2009.Then, the basic public health services program and the significant public health services program have been implemented in our country. Study on the equalization of basic public health services have never stopped. But, as a public policy, there is no evaluation of it impacts. So, the author thought about have the equalization of basic public health services policy’s targets achieved? What were the incidental effects? Is policy in line with the policy expectations of the population? Policy of cost-benefit is high or low?In order to answer above questions, the author based on the theories and methods of policy evaluation,and gather information published by government documents, search to the Health Statistics Yearbook, secondary data analysis about collection of basic public health services and a significant public health projects. Variety of policy evaluation models have been implied to the equalization of basic public health services policy Through the application of multiple modes of assessment of basic public health policy assessment, the implementation of the policy of equalization of basic public health services to improve that the health status of women and children have been improved, and the health gap between urban and rural residents have been narrowed, and many other positive effects have been taken.
