The Research Of Public Health Policy In Sichuan Minority Areas

From this basic public health service angle, this article describes some publichealth service’s policies in Sichuan minority areas, presenting some advantages anddisadvantages in the status of the basic public health services. According to thesedisadvantages, finding out the reasons then providing some suggestions and solutions,aiming to improve the minority areas people’s public health service level and protectpeople’s basic rights.This paper includes five parts that divided into preface, basic public healthservice policy analysis of Sichuan national minorities, the analysis of public policyproblems and causes in Sichuan minority areas and provides suggestions of publichealth policy in Sichuan minority areas. The purpose of this study is based on thepresent situation analysis of the basic public health services in Sichuan minority areas,finding out the deficiencies and limitations to put forward reasonable public healthpolicy in Sichuan minority areas, providing the reference for our country public healthpolicy in the minority regions.In the first part, the author puts forward the research of theoretical and practicalsignificance in this paper. This topic status the present research condition at home andabroad, summarizes the topic research’s idea, method, technical route, the emphases,difficulties and innovation off the research, and finally puts forward the deficienciesand limitations of existing research. the author describes public health service policies,including public health policy, public health, basic public health service, minorityrights, health rights, which surrounds in the perspective of basic public health servicesto study of Sichuan minority public health policy definition.The second part describes some policies about the public health in Sichuanminority areas, which contains “four constructions” of the basic public health, how topromote the public health ability and how to manage the mass public healthspecialized.The third part mainly discusses the basic public health service policy status in Sichuan national minorities, which contains the advantages and the disadvantages.The disadvantages are the main body in this part, including: lack of the sense of theimportance of the public health services in minority areas, the lag between the abilityof public health service and people’s needs, the unsubstantial basis of the primarypublic health medical system, and comparing the developed areas, the public healthservice system is unsound.The fourth part mainly analyzes a large number of documents to analyze thereasons of trouble of the public health in Sichuan minority areas. Sichuan minorityareas exist some disadvantages, such as the economic disadvantage, the weakgovernment executive ability, imperfect health service system, lack of allocation ofhealth resources, humanities and geography disadvantage factors and so on. A seriesof factors can stock the development of public health cause in Sichuan minority areas.In the last part, I put forward suggestions for the public health policy in Sichuanminority areas, which includes the establishing and perfecting the public healthmanagement system in Sichuan minority areas, increasing the public healthinvestment in ethnic minority areas; to strengthen public health legal systemconstruction in national regions and enhance public health service ability. For thebasic rights of this domestic ethnic minority, all governments and non-governmentalorganizations have done a lot of work and so on.However, due to different countries within their respective conditions, and everycountry in the maintenance of the basic rights of ethnic minorities has different levels.Basic public health services include the right to health, right to life, and a series ofbasic rights that belong to a part of the basic rights. Ethnic minority has its owndisadvantages, such as economy, policy. This article is from the public health service’sangle analyzing the public health policy in Sichuan minority areas. Through collectingand analyzing information, finding some advantages have been gotten in the new ruralcooperative medical system(NCMS)， like the new rural cooperative medicalsystem(NCMS) has used in Sichuan Ganzi and Aba. In2012,97%farmers haveattended NCMS, the actual reimbursement increases to60%. As the value of ourcountry and the strength of the authority’s executive ability, the public health policy can be used better and the minority’s rights can be maintained better.
