| Objectives:The appropriate health technology policy was issued in1991. Zhejiang provincial government attaches great importance to the work and releases a series of policy and documents to support the application of appropriate health technology. After more than20-year implementation, what are the effects of appropriate health technology policy? Has it achieved the expected goals? Concerns on these questions lead to the initiation of this research.Methodology:Bases on general theories and methods of policy evaluation, this report discusses the theoretical basis of appropriate health technology policy evaluation. This paper explains and summarizes the concept and functions of appropriate health technology policy evaluation and analyzes the evaluation objectives of the policy. Through theoretical analysis combined with empirical evaluation research, this paper evaluates the whole process of appropriate health technology policy, application of appropriate technology for health policy formulation, policy implementation and policy effect. Analysis of the advantages and disadvantages of the existing policy is demonstrated in this paper followed by directional suggestions on the development of this policy.Results:The overall situation of policy evaluation is fairly good, government policies play an important role in the construction of demonstration base and have won the acceptance of appropriate technology among the related personnels. However, certain problems and vulnerabilities still exist in the application, such as the system of the policy is not complete enough, classification of the policy is imbalance, the connection with other policies needs further strengthening.Conclusions:Based on the evaluation, this paper puts forward the suggestions to promote the development of appropriate health technology extension and application policy:The first, to strengthen the government responsibility, perfect the policy system and optimize the policy-making; the second, intensify popularization, arouse the enthusiasm of staff, and strengthen the policy execution; the last, attaches great importance to technical transformations, regular scientific assessment and improve the effect of policy. |
