At present the hospital management innovation has already caused the extensive attention of hospital administration, China’s research on the management innovation of modern hospital started late. Although many domestic scholars have made many positive, beneficial explorations in this aspect, the research is still relatively weak and scattered. Foreign countries attach great importance to research and practice of hospital management innovation, emphasizing the hospital ethics and community responsibility in hospital management innovation, emphasizing the hospital to shoulder more medical liability, such as strengthening the monitoring of the medical treatment process, to ensure that the patient can receive correct treatment and quality assurance, and monitoring and evaluation of these treatment; hospital to be responsible for negligence of doctors in diagnosis and treatment process, etc. The current study took Shenzhen Pingle Orthopedic Hospital as example, analyzed the weakness in the management aspects of the development process in this hospital, found out the existing problems, and formulated corresponding adventurous innovative operating management measures for the hospital. Those innovative measures are as followings:(1) The innovative service management:the service concept regarding patient satisfactory investigation was established; in order to fully reflecting "Taking the patient as the center" principle, to create convenient and optimization of outpatient service process, the one-stop outpatient service was implemented innovatively; the pursuit of excellence and integrity service:implementation of the knowledge service, transparent services, nomination services, extension services, and categorical service; implemented dual referral policy with community clinics and realized that common illness get treated in community clinics and the serious illness could be treated timely in the hospital. The service was not only convenient for the patients, but reduced the cost also; To carry out the difference of medical service and no holiday medical service.(2) The innovation of quality management:the establishment of a comprehensive medical quality management system consisted of three components; the implementation of the management method of four level quality control standards; innovative management model integrated medical experts’management and management experts’ management. (3) Innovation management for hospital spirit:to cast the "patient centered" hospital spirit by the hospital culture; to cultivate distinguished physicians and develop reputation of the hospital; to optimize medical technology and develop the leading brand of medical science and technology; to strengthen the basic management of medical quality and cast medical service quality; to create model hospital by establishment of modern hospital.(4) The policy of excellent service based on the third category of hospital and lower charges based on the second category of hospital was developed by comprehensive assessment for the six key hospital competition components (technology, service, quality, human resources, pricing, and unique features); to control the patient’s health care costs and reduce the burden of patients,"Provisions of antibiotic use and assessment policy" was issued, to achieve reasonable use of medications, the medication costs accounted for the total medical costs declined in recent years.
