BackgroundShandong Province is a major economic province, with many industry categories, and a large number of enterprises have occupational hazards. Since2003, the annual incidence of occupational diseases is more than800cases in Shandong Province. The occupational hazards is not only causing great suffering to the individual workers, for loss of labor and a heavy financial burden to their families, but also to become a major social problem, for affecting social harmony and stability. Strengthen the construction of occupational health examination institutions, and pre-the-job, during-the-job, off-the-job time, emergency occupational health checks and medical follow-up of workers exposed to occupational hazards. Not only is the clear requirement of the law, but also an important measure to reduce occupational diseases. Can effectively reduce the risk of occupational diseases. At present, Occupational health inspection agencies network in Shandong Province has achieved considerable success. In2008the province had only126occupational health inspection agencies, to grow to169by2012, as average annual growth in the number of more than10. The rapid growth of the number of occupational health inspection agencies, to some extent alleviates the problem of insufficient number of occupational health inspection agencies. But the rapid growth in the past four years, also exposed some problems, Firstly, occupation health inspection agencies are uneven in regional distribution; secondly. Occupational health examination qualification range varies; thirdly, the professional qualifications, academic, the holder of significant are differences among the agencies. In order to fully grasp the situation of the geographical distribution, categories, qualification range composition of occupational health care institutions in Shandong Province, in order to provide the basis for the management and development of occupational health care institutions, so that, we taken this investigation and analysis of the situation of occupational health care institutions and the staff in Shandong Province.Research Purposes1. Find out the overall number of occupational health inspection agencies, level category, the geographical distribution and the qualification range in Shandong Province.2. To learn the composition of the people engaged in occupational health inspection.3. Provide the basis for the relevant departments on the management and development of occupational health inspection agencies.Materials and methods1. Occupational health examination application materials since2008September to2012August in Shandong Province, including the specific address, category, application range of occupation health examination qualification, and the college major, job title, working years of the practitioners in occupation health inspections and the responsible person responsible for quality control.2. The major, title information of people who participated in occupational health surveillance training courses organized by the Provincial Health Department since2008September to2012August, passed exams, and obtained personal qualifications of occupational health surveillance.3. Occupational health inspection agency qualification covers a total of14, We consider that the qualification range11-14items, including11, can meet the needs of the operational, range8-11items, including8, can basically meet the requirements,7and bellow7dissatisfy with the job requirements.Manual sorting to the above materials, using the excel table for summary statistics.ResultShandong Province has been basically reached every district, at least one occupational health agencies, occupational health inspection agency network has basically taken shape, the qualification range basically meets job requirements; Practitioners of occupational health inspection agencies can meet the work needs, however, the professional, titles, certificates are lacking.1. Institutions 1.1Geographical distribution:It has169certificated occupational health inspection agencies in Shandong Province, in addition to Gaoqing County, Huantai County, Yiyuan County, Zhangdian District, Zhoucun District, Linzi District, in Zibo, Changdao County in Yantai, Lingxian County, Qingyun, Xiajin County in Dezhou have no agency for occupation health examination, all districts and counties the17cities in Shandong province have reached each district at least one occupation health inspection agencies.1.2Institution level, categories:By level, there are4provincial units, accounting for2.4%;36municipal units, accounting for21.3%;115county level units, accounting for68.0%;14enterprises or the private sectors, accounting for8.3%; By categories, there are98CDC, accounting for58.0%, including13municipal CDC,85county level CDC;58hospitals, accounting for34.3%, including2provincial hospital,17municipal hospital,30county level hospital,9hospitals in enterprises;13Occupational Disease Prevention Hospitals, accounting for7.7%, including8public Occupational Disease Prevention Hospitals and5enterprises’ Occupational Disease Prevention Hospitals.1.3Agency qualification range:In occupational health examination qualification range,59agencies meet the job requirements,71agencies can basically meet the job requirements,39agencies can’t meet the job requirements. There are77%institutions that can meet or basically meet the work requirements.2. The staff2.1All employees in the case:It has169certificated occupational health inspection agencies and2572employees in Shandong Province, including627people with senior title, accounting for24.4%;428people major in preventive medicine, accounting for16.6%;1302people engaged in occupational health inspection for more than20years, accounting for50.6%;818people are Personal Certificate holders of occupational health surveillance, accounting for31.8%.2.2The person in charge of occupational health examination:It has169certificated occupational health inspection agencies and169people in charge in Shandong Province, including119people with senior title, accounting for70.4%;58people major in preventive medicine, accounting for34.3%;125people engaged in occupational health inspection for more than20years, accounting for74.0%. 2.3The person in charge of quality control:It has169certificated occupational health inspection agencies and169people in charge of quality control in Shandong Province, including74people with senior title, accounting for43.8%;36people major in preventive medicine, accounting for21.3%;125people engaged in occupational health inspection for more than20years, accounting for74.0%.Conclusion1The overall number of occupational health inspection agencies can meet the needs in Shandong Province, but the distribution of level, category is uneven, and it’s unreasonable in geographical distribution. The district or county level institutions accounted for60%or more, but few provincial institutions, private institutions is less than10%, the qualification range can basically meet the requirements.2The practitioners engaged in Occupational health examination with senior title are in a lower proportion, and practitioners major in preventive medicine are in a low proportion too, and it’s a small number of people obtained personal Certificate of occupational health surveillance. People major in medicine have a lower proportion among People in charge of occupational health examination or in charge of quality control, and it has a higher proportion of people engaged in the work of more than20years, the young is not enough.
