In history, Sanmen Bay, in the east of Zhejiangcoast had not been able to draw attention of the world. Not until1899did itstart to get the world’s attention when Italy attempted to rent Sanmen Bay.After the establishment of the Republic of China, these overseas Chinese inSoutheast Asia and merchants from Zhejiang in Shanghai as representative patriots launched the two development activities. In the first development,under the influence of local autonomy movement which was raging like astorm at that time, overseas Chinese in the context of tangled warfare amongwarlords and social turbulence strived to create a favorable social andpolitical environment for regional development via system design. Thus, theyspent a great deal of energy in designing the regional autonomy system,attempting to turn Sanmen Bay into an experimental site for local autonomy.In the second development, these merchants from Zhejiang in Shanghai, ledby Xu Tingzuo, strived to build Sanmen Bay into economy orienteddevelopment zone. Although the two developments ended in failure due tounfavorable circumstance etc., the ideal and pursuit of making the countryprosperous still has very strong influence. The persevering and indomitableentrepreneurship has become an abundant spirit legacy.
