Reserch On The Behavior Of Local Government In The Development Of Regional Cultural Heritage

Since the reform and opening up in the 1980 s,scholars have done a lot of research on various regional cultures,such as Qi Lu culture,Wu Yue culture,Ba Shu culture,Huizhou culture,Jing Chu culture,Hu Xiang culture,and published a large number of research results.But there are also many deficiencies.There is a lack of research on the gradual disappearance of some historical regional cultural features which caused by the economic changes and urban expansion in the 1980 s,and the changes in administrative system since the second half of the 20 th century.Also including the strategic choices of local government behaviors in the development and inheritance of regional cultures.Based on the theory of service-oriented government,this paper takes Liu Cheng she town of Wuyi County as a case study.Liu Cheng she town is located in the upper reaches of Xuan Ping River in Ou Jiang River Basin.It is a millennium old town with a long history and distinct regional cultural characteristics.The development and change of its regional culture are deeply influenced by the strategic choice of government behavior.Since the Tang Dynasty,Centered at the junction of the east and west streams of the Xuan Ping tributary,gradually formed an area with the same dialects,customs and folk beliefs.Marked by the establishment of Xuan Ping County in the third year of Jing Tai(1452)of the Ming Dynasty,Xuan Ping culture with strong regional characteristics centered on the county-level administration of Liu Cheng was formed.By the end of Ming Dynasty,She nationality moved in,and she culture was a part of Xuan Ping culture.From 1958 when Xuan Ping county was abolished to the early 1980 s,Liu Cheng was the seat of Liu Cheng District Office,which was the economic,cultural,educational,medical and health center in the south of Wuyi County.In 1992,the town was removed from the district and expanded to the township,and the town was changed into the she town of Liu Cheng.The cultural development led by the government made the regional cultural landscape changed significantly.Based on the study of the regional culture of the she town in Liu Cheng,this paper finds that while the local government attaches great importance to the inheritance and development of the she culture and has made remarkable achievements,there is a lack of understanding of the value of Xuan Ping culture and its position and role in the social development of the southern region of Wuyi at present,which leads to a lack of responsibility for the inheritance and development of Xuan Ping culture and a lack of long-term regulations for the inheritance and development of regional culture.Based on this,this paper first proposes that we should clarify the value of Xuan Ping culture as the regional core culture,establish the sense of responsibility of the government,formulate sustainable planning,set up special funds to build the brand of Xuan Ping culture,establish the mechanism of simultaneous interpreting and inheriting development in southern Wuyi;secondly,in the culture of the She nationality,we should take the authenticity as the principle,strengthen the innovation,guide the society to participate in the assessment and supervision and build a training and communication platform between regions.Finally,it is necessary to promote the harmonious development of Xuan Ping culture and she culture,so as to provide decision-making reference for the local government.
