Before and after1935, under the influence of both internal and external factors,Communist Party of China established a correct foreign policy and strengthened thecontact with the outside world. Firstly, CPC establishes Mao Zedong’s leadership, andbegins to explore which revolutionary road to be fit for China. Then, the ChineseCommunists founds the Shaanxi-Gansu-Ningxia revolutionary base area. Secondly, theSoviet Union adjusts its foreign policy, and builds a united front against the fascistexpansion. Under the influence of these two aspects, Yan’an begins to contact with theoutside world. After KMT-CPC cooperation, as the legal government, the Border RegionGovernment carries out a large number of external activities. Therefore, CommunicationOffice is built in this background.Communication Office is a special foreign reception organization, widely receivespepole at home and abroad. At the same time, it propagates CPC’s foreign policy, winsthe support and assistance from the outiside world, and acquires a lot of outsideinformation. In addition, Communication Office undertakes a part of intelligence work,and gains a lot of information, which gaves CPC a better maintenance and developmentof anti-Japanese national united front which plays a more important role in theanti-Japanese struggle. With the arrival of the victory of the War of Resistance againstJapanese Aggression, Communication Office is from a special reception organization intothe CPC’s earliest foreign affairs agency. In foreign affairs activities, CommunicationOffice not only safeguards the interests of CPC, but also accumulates rich foreign affairsexperience, and provides a great help for carring out the diplomatic work of new China.
