The Role Of Chinese People-based Ethical Thought In The Construction Of Service-oriented

The Chinese people-based ethical thought is a very important part of Chinese traditionalculture. It was conceived in the Western Zhou Dynasty, formed in the Spring and Autumn Periodand Warring States Period, developed in the Tang and Song dynasties, then it finally becamemature in the Ming and Qing dynasties, and made qualitive change in Modern Society. Amongthe thousands years of feudal society, the politicians and thinkers had been employing it as thebasis and guiding ideology to constrain emperors, rule people and inform people with morality. Itis both a political thought that has influenced China for thousands of years and a philosophicalthought with lots of wisdom in it.As an important theory of country rule, the Chinese people-based ethical thought has playedan unreplaced role in the development of our society. The Chinese people-based ethical thoughtof rule of virtue of benevolence, people-oriented, the people are more important than the ruler,benefit civilian enrichs the people,and so on, urged the ruler taking action to reduce farmers’burden. To a certain extent, it reflected and maintained people’s’desire and interest.Whetherfrom theoretical level or application level, analyzing its history and contents is important for notonly promoting the essence of traditional culture, but also promoting the construction of theharmonious society.During the new period, the Chinese people-based ethical thought achieves newdevelopment and requires a new social government model---- Service-oriented government toassort with itself. The essence of service-oriented government is taking people as thefoundation,which is new reflection of traditional people-based thought. It is different from the“Control-type government”. Its core is to change the relationship between the“official-typegovernment”and people, and to set up a new service-oriented relationship between thegovernment and the citizen.It has important academic value and realistic significance to find the connection betweenthe Chinese people-based ethical thought and the service-oriented government, and find the right way to build up the service-oriented government. I will focus on finding an angle of view, thatcan analyze the connection between them. With the analysis, I try to find a suitable way that canhelp us to build up the service-oriented government.I take the service-oriented government practice of Ji’nan as an example. The Ji’nangovernment has been paying a lot of attention to working out the livelihood issues. In the 21stcentury, along with the developments of our society, some problems show up, such ascontraction between the function of government and the demand of people,. The Ji’nangovernment realizes that the key to solving these problems is to bring forward the politicalimprovements quickly and buliding a new gevernment management mode, which takes serveingpeople as target, and takes meeting people’s meet and safeguarding people’s interests as startingpoint an end point. The government is the close friend and service provider of people. It must tryits best to meet the civilians’needs, solve the civilians’problems. At the same time withpromising widely to serve the civilians, the Ji’nan government gives its best effort to innovateideas, improve its efficiency, promote service-oriented government practice. And it does havebeen achieving good results.For the structure of this article, I firstly gave a review of the Chinese people-based ethicalthought. In the foundation of analyzing its history, I summed up its main contents. Then I brieflyintroduced the background, concepts and basic features of the service-oriented government. Byanalyzing three examples---- seeking advice from citizens, doing something good for the people,setting up the 12345 hotline, I raised up the key point of this article----the value of Chinesepeople-based ehtical thought to the construction of service-oriented government. Finally, thispaper attempted to propose ways and means to build service-oriented government in the thoughtof the Chinese traditional ethical thoughts.
