Cultural industry is the most development potential of the industries in the 21st century. Cultural industry include culture arts, culture publishing, radio, film, culture tourism . Therefore, the film industry is an important cultural industry component which is the important for the development of cultural industries.The reform and opening up has been three decades, China’s film industry has undergone enormous changes, rapid development.Of course, China’s film industry can not develop without the government’s macro control and the policy of support which is continued development.In the process our government has also developed a series of policy on film technology.All of this has played a certain role to promote and facilitate to ensure the health of the film industry and rapid development to our film industry.At the same time,we also aware of its shortcomings, such as delayed sexual, scattered, hysteresis, etc. Purposes of this article is to analysis and research the content and trend of China’s film industry policy in three decades and then summed up the development process of technology policy and provide a theoretical basis and policy basis for China’s film industry.The object of this article is technology policy content of China’s film industry and analysis these issues: First, systematically combed China’s film industry and technology policy’s development process and China’s film industry is divided into three stages : production, formation and development; Secondly, research and analysis the specific content of technology policy, including planning policy, policies to promote technological progress, technical regulation policy; Again,through the comparison of vertical and horizontal to the three stages,we summarized issues in China’s film industry and technology policy that exist, for example, the lack of technical content of the policy and technology policy is not perfect, systematic and scientific to some extent. Finally, for the inadequacy of technology policy, learning from the experience of developed countries, comprehensive reality of our country, we made some suggestions for the improvement of China’s technology policy: Establishing systematic and scientific technology policy and filling the existing gaps in legislation.
