Construction And Testing Of Public Policy-Oriented Evaluation Of Quality Of Cultural Life

As peace and sustainable development is the theme of the development of the world, the governance of a country or a region, not only means to pursue independent politic, standardized military, and strong economy, but also need high-quality cultural, as to stimulate the national vitality, improve the social cohesion, enhance the international competitiveness, and adapt to the globalization and modernization. Both the China’s12th Five-Year plan and the sixth Plenum of the17th Central Committee of the CPC have proposed to inherit and create the cultural, to promote the development and prosperity in cultural. We should improve the culture quality of the whole national, stimulate the cultural innovation, develop the cultural undertakings and cultural industries, and meet the growing cultural needs. Then we can enhance the residents’quality of cultural life.Since mid-1950s, many scholars in different fields have had many theoretical and empirical researches about cultural and quality of cultural life elements. But there is little quantitative study of what makes the quality of cultural life as a whole evaluation index system. Based on both the content of government policy of cultural development and the research results of the quality of cultural life at home and abroad, this paper constructs a set of evaluation index system of quality of cultural life, aims at seeking an operable and quantitative method to measure and evaluate the level of cultural development in various regions of China, and to analyze the progress and effectiveness of the cultural development strategy, and finally to improve the quality of cultural services.This thesis is divided into three main parts composed of a total of six chapters:First, in Chapters I and II, this paper has a literature review and a description of China’s cultural development, and then it defines the quality of cultural life, and proposes the framework of index system of quality of cultural life.Secondly, in Chapters III and IV, this paper uses the Delphi Method, Correlation Analysis and other social statistical methods to construct the index system of quality of cultural life, and selects the Analytic Hierarchy Process and Principal Component Analysis to determine the index weight, and ultimately establishes the evaluation model of quality of cultural life.Finally, in Chapters V and VI, this paper compares quality of cultural life of various regions, measures the level of cultural development and construction, and proposes public cultural policy recommendations.One of the innovation in this paper is that it considers the cultural as a whole in the index system of quality of cultural life, as is reflecting that cultural is as important as economic, political and social in modern development theory. Another innovation is that the index system is public policy-oriented, so that it’s conducive to the formulation and adjustment of public cultural policy.The inadequacies of this paper include:A large amount of data collecting and accounting will result in error; Final test index system is lack of support of subjective indicators; A detailed analysis of the special areas is not sufficient. If the writing time was more abundant, I should have more sample surveys and investigations of special cases, in order to improve the quality of the thesis.
