Huai’an County was an important canal site along Jinghang Canal in Qing dynasty. It is located in the middle of Jinghang Canal, which guarded the throat of Changjiang and Huai River. It’s the hue of water and land transportation. Canal transportation is the due state policy which is related to the polical stablity and economic lifeline of feudal authority, so the government of Qing Dynasty attached great importance on canal administration. Huai’an, as the residence of both Caodu and Hedu, densely populated, is a good place for officers, merchants and literatis. The literary activities of Huai’an which reflects the history of prosperity and declination about Canal, is the important part of Chinese ancient classic literature.The literatis are composed of two main groups. One is the local, and the other is the outside. In Qing Dynasty, there emerged many literatis, and some of them are well-known on the literary stage, such as the representatives Pandeyu, Luyitong and Dingyan. The outside literatis are also the important part of Huai’an literary activities. These people include officers, passers or temporary occupants, refuges because of different reasons, salt merchants and so on, who promoted the development of Huai’an literary activities. Salt merchants are a special group. They built numerous gardens which provide the literatis with an important place for literary activitiesin the course of dealing with Huai salt and becoming permanent settlers. These salt merchants are arty with profoud literary training.Colleges are the important sites of Huai’an literary activities. There were a number of colleges distributed in all cities which were govered by Huaian County. With the help of Caodu, Hedu, the officers of diferrent levels, local literatis.squires and arty merchants, not only did colleges undertake the mission of teaching students, but also they were important sites of literary and acdemic communications in Huaian. Colleges are the carriers of literary activities. The deans and speakers communicated extensively with scholars outside the colleges, and the literary activities between them promoted the prosperity of Huaian literary.In Qing Dynasty, the publication industry is very developed, but mainly featured in familiy publication. Until later Qing Dynasty, a great publisher called Wangxiqi emerged, publishing numerous kinds of geogeraphic data with Stereotype enthusiasticly confronted with the western countries invading. He also made great contributions to publishing the literature of the writers of Huai’an. He organized the local literatis to collect, arranged and pubulished the literature of Huai’an, which to some extent was a significant literary activity in itself. The publication of sequel Shanyang Poems preserved many local peots’works and literary forms. This has an enormous impact on the literary activities of Huai’an, and reflects the prosperity of Huai’an literary from another perspective.
