The Research On The Administrative Subject’s Responsibility Ethics

"Administrative subject" refers to the government and its administrative staffs;"responsibility ethics ",which is not only a sort of responsibility form, but also a sort ofethical area, will change external legal system into personal moral cultivation of theadministrative staffs. It is about the whole process ethics of behavior decision, making andimplementation. In the field of modern public administration, the administrative in dealingwith official duties, ethical and moral anomie, the non-executive behavior and short-termbehavior lead to consequences of the corruption-prone, which has become chronic problemsto be solved in the public administration in China. In reality, it has been proved that theresponsibility for ethics training of the administrative subject is imminent. The aim is to trainthe administrative staffs’ ethics personality of administrative responsibility, enhance theirsense of responsibility, morality, and better fulfill the duties and obligations of theadministrative subject.The first section, overview the theory of responsibility ethics, which expounded theconnotation of the administrative subject, the responsibility ethics and the chief subject of theresponsibility ethics, it notes that the administrative subject in the performance of ethicalresponsibility to be borne by the prospective and retrospective moral responsibility andobligations, the full vision of the responsibility to treat and deal with the public administrationaffairs. And theoretical demands and practical needs of both described the significance ofbuilding the administrative subject’s responsibility ethics, reflects the value orientation ofState and Government of the ruling.In the second part, describe the contents of the administrative subjects in the practice ofpublic administrative responsibility ethics: administrative services, responsible administration,justice administration, self-discipline. From the subjective and objective analysis of thereasons for the administrative principal role conflict, power conflicts and conflicts of interestand other administrative ethical dilemmas, in which the discretion is too large and lack ofmoral responsibility is a major factor.The third part, build the administrative subject’s responsibility ethics from the way of theresponsibility ethical awareness and the system construction. Specific personality bycultivating the chief subject of the administrative responsibility ethics, the responsibility forethics education and training, the service concept to develop the administrative subject’sresponsible ethical awareness, and deepen the reform of the administrative system, the strengthening of administrative law enforcement, and strengthening oversight mechanisms toimplement，the system of open administration, establishing the system of administrativeaccountability and incentives.
