Administrative Responsibility Ethics Value Conversion

In the historical development process of the public administration, as time changes, not only the value of the public administration objectives has constantly changed, but also has led to the conversion of value orientation of administrative ethics. This article is to explore the conversion of the value orientation of administrative ethical responsibility in the perspective of the administrative responsibility of ethics. Basing on western public administration efficiency and social justice in the evolution of the two value orientations for the historical background, combining with the history and argument, applying the political philosophy, ethics and administrative research methods, from the multi-dimensional perspective to discuss the value orientation of western ethical responsibility of the conversion, integrating with the evolution of the process of administrative value of our country, the purpose of this paper is to analyze the inspiration of conversion of value orientation of western administrative ethical responsibility for China.
