Piracy can be found in the period of Ancient Greece and Rome. Although Piracy is a crime on the sea, but it has good influence upon the nation interests, so pirate ship are given permission by nation in particular periods. The piracy from privateers is called as’privateering’.privateering can be found in England in13th century. However, since privateering small-scale in that period, it just has little influence on English society. The situation was changed in1558to1603of Elizabethan period. The English government which was led by Queen made privateering become not only the way for financial increment but also the method for confronting Spain because the financial and political situation is strongly pernicious. Due to the government support and the particular background, people who were involved in privateering include Queen, nobles, officials, merchants and even common poor people. During16th century, English privateering had great influence upon political and financial areas. By privateering, England hit Spain and other opponents which made England become the biggest country on the sea in the future. Meanwhile, the English government’s fiscal crisis was solved by privateering gave a great wealth to England. On the other hand, both the rich and stable English society and commercial development are the result of privateering. English economic change in16th century is affected deeply by privateering.
