This dissertation describes the unprecedented development of British Empire in the Late Victorian Age. It arouses the British elites and people’s strong emotions for the Empire.We concern the birth,development and its main points of civic imperialism in the period.Then we narrate the imperial federation which produced by the political elites. There are two different views standing behind the British Empire for two classes,and this makes us can’t helping thinking why it happened? The first reason is the Empire under the rule is indeed open-minded,another reason is the Empire getting into troubles.The elites of the Empire use their experiences and wisdom,hoping to find a better solution to continue the rule of Empire.However,from the ideas of philosophical dialects and the law of historical development,we can figure out a startling conclusion,that is,the empire is getting crisis.But why the elites are unwilling to acknowledge the problems,or simply do not realize the truth? This is what we will discuss in the thesis.This dissertation is divided into three parts,the first part displays the development of the British Empire,mainly form the "Informal Empire "to the "Formal Empire".The second part discusses the spirit in British Empire,then compared it with the spirit in the Roman Empire.In the third part,the source of the Empire crisis will be find out by comparing two different ideas mentioned above.
