Research On Financial Support For China’s Development Of Public Culture

Since the1990s, the problem of "cultural rights" causes for growing concern and attention. The government not only plays a central role in the realization of citizen’s political, economic and social rights, but also plays the main role in the citizens’cultural rights which is one of the basic human rights. The development of public culture increasingly becomes one of the governments’primary responsibilities. However, the public culture of our country is faced with many problems, such as supply and demand contradiction, irrational structure, inadequate resources and utilization inefficiency. With the gradual improvement and development of China’s economy, China is playing an increasingly important role in the world economy. But our development of public culture is lagging behind, which is incompatible with our current level of economic development. Due to its obvious properties of public goods, public cultural products can not be effectively supplied by the market. To achieve the rapid development of our public culture, the public finance should support the public culture by increasing the financial input. Public culture embodies the spirit and will of the state and the nation, the rise and fall of public culture will determine the future direction of our economy and society, which is an important issue facing by our country. Strengthening the status of public culture in China’s development is the key to position our country in the world and decide the future growth prospects.In this paper, beginning with the contradiction between China’s rapid development of economy and relatively slowly development of public culture, around the theme of the financial support in the public culture development, analyses the theoretical foundation of financial policies to promote the development of public culture. On the basis of foreign experiences and problems in our country, we design a system of the financial policies to promote the development of public culture. Specifically, this paper can be divided into five chapters:Chapter one, introduction. Include the background and significance, the statement of the relative research and literature at home and abroad, the brief overview of research ideas, research methods, innovations and the inadequacies, which pave a way for the belowing commencement. Chapter two, the theoretical analysis. Analyzing the theoretical basis, function, effect for financial support involved in the development of public culture. Chapter three, the current situation and issues in the financial support for promoting the development of public culture in China. Firstly, describing the financial policies for promoting the development of public culture in China. And then through the combination of data and empirical analysis, pointing out the main problems of financial policies for promoting the development of public culture. Chapter four, foreign experiences. This chapter selects the countries which pay more attention on the development of public culture, such as US, France, UK, stating its financial policies in development of public culture, and then summarizing the revelation of the financial support for public culture from the specific practical experience in foreign countries. Chapter five, policy recommendations of financial support to improve the promotion of public culture. Firstly, proposing the principles to be followed for the financial support to promote the development of public culture. Secondly, based on the problems, stating the specific ideas for the financial support system of public finance development. Lastly, with the experience of foreign countries, making recommendations for the financial support policies to improve the development of public culture.
