Research On Public Cultural Expenditure And Happiness Of Residents

The ultimate goal of state-governance is for the prosperity of the country and the happiness of people.But,to make the people happy is not easy,the governance must start from aspects of material,spiritual and others.Fiscal system is the basis for stategovernance,the optimization of public expenditures,especially on culture,plays an important role in enhancing the residents' sense of happiness.Using the CGSS2013 survey data,this paper empirically analyzes the influences and their intrinsic mechanism from which public-cultural expenditure on residents' sense of happiness,the research findings are as follows:(1)increasing public cultural expenditure is conducive to enhancing residents' sense of happiness,whenever the public cultural expenditure increase by one unit,will make the probabilities which people feel "very unhappy","less unhappy" and "ambiguous between happiness and unhappiness" decrease by 0.0023%?0.0074% and 0.011%,and will make the probabilities which residents feel "happy" and "very happy" increase by 0.0067% and 0.014%;(2)the government should increase public cultural expenditure.By utilizing excellent traditional culture to cultivate the social core values,we can develop the residents in cultural self-confidence,cultural identity,thus to achieve consistency of individual cognition,improve the proportion of positive emotions,cultivate virtues of altruism as righteousness,loyalty and others,we can promote the consistency of individual target and social objectives,enhance the individual's sense of the meaning of life,and ultimately enhance the sense of happiness.
