In order to guarantee market run orderly, market economy need a complete set of legal rules as the basis for its operation. In the set of rules, Anti- monopoly Law is the basic law, playing the highest standards of law. As we all know, the fundamental purpose of Anti-monopoly Law is to maintain and enhance consumer’s welfare which is the significant difference of Anti-monopoly Law and other legal rules which insure marketing economy run orderly. In the guarantee of basic purpose, any way that against consumer’s welfare is illegal and will be prohibited and punished. Contact with other illegal conduct that are prohibited and punished by the Anti-monopoly Law, the abuse of market domination need more concern undoubtedly. It is so important that Chinese Anti-monopoly Law set a thematic to regulate it specially. And the abusive exploitation is the most important one among many forms of abuse of market domination, because it relates to price and price has the most directly relationship with the vital interests of consumers, therefore, it is the most serious one that against consumer’s welfare. And it is involved in the first paragraph, Article XVII of Chinese Anti-monopoly Law. In the real life, cases that selling goods with unfair price and against consumer’s welfare happen frequently, because our Anti-monopoly Law regulate exploitative abuses efficiently for a long time. The typical example is the high price in Chinese airport which is not solve till now. There are reasons for imperfect legislation and weak law enforcement is also the important factors. The ultimate value of theoretical research is return to the real life, to guide the solution of specific problem. Concern with the phenomena and problem, I set improving the regulation of exploitative abuses as the starting point, research from the high price in Chinese airport, inspect and analyze the general legislative, theoretical knowledge and the regulation of the Anti-monopoly Law, learn from foreign advanced analysis methods and experiences at the same time, and proposed the advices and methods of perfect the regulation of exploitative abuses in Anti-monopoly Law.
