With the advent of the Era of Digital Earth, Geographic Information System(GIS), has penetrated all aspects of people’s life to be one of the most important means of assisting governmental decision-making. E-Government GIS becomes popular as the intersection of E-Government and GIS. Governments around the world are carrying out the integration of governmental information and geographic information resources. However, there are many problems in this process of construction. For example, redundant construction is severe; the level of government information sharing is low; IT computing and storage capacity can not meet the growing needs of mass spatial data; the cost of traditional desktop GIS software is high and the threshold of geospatial data acquisition is higher. Recently, cloud computing technology becomes mature, and provides new methods and new ideas for the construction of governmental geospatial resource. In the field of GIS, using cloud computing technology can effectively reduce the difficulty of the deployment of GIS and low the cost of GIS applications, so that the flexibility of GIS can be improved.This thesis elaborated the connotation of Cloud GIS and analyzed Cloud GIS service model on the basis of previous work adopting the cloud computing into geographic information system. Furthermore, for the demand of the construction of government geographic information, the research and prototype on the private cloud of administrative geospatial was implemented, relying on the hardware environment in the cloud computing center. Finally the private cloud environment was tested and the performance was analyzed. Specificall, this thesis mainly includes those aspects as follows.(1) Based on the summary of the bottlenecks of the development of GIS and the characteristics of cloud computing technology, the conception and connotation of Cloud GIS was discussed. Moreover new service model of Cloud GIS, which includes infrastructure as a service, platform as a service, service as service and data as a serivce was proposed.(2) On the basis of current needs of the construction of geospatial E-Government, administrative geospatial private cloud was proposed, where the three-tier framework——the infrastructure layer, middle layer and service layer——was designed. The cloud computing technology was used to solve problems and deficiencies in the construction process of E-Government.(3) The private cloud environment was built using virtualization technology and cluster technology.(4) IaaS was realized in a private cloud environment. Virtual GIS development environment and virtual mapping environment can be hired to solve the problem of the high cost of GIS software. Elastic expansion and high availability of cloud computing solved the access to the peak load problem.(5) DaaS was realized in a private cloud environment including cloud map sharing service, the superposition of the local data and cloud map services and map tiling services. On the premise of ensuring the security of government geospatial data, the spatial data sharing to a certain extent solved the problem that the cost of is too high, and that the technical difficulty of the acquisition and management of spatial data is too excessive.Research on GIS based on Cloud computing is a brand new field, which have a profound impact on traditional GIS. However, in view of the research in this domain is still in its infancy, this thesis only covers preliminary discussion and thinking on Cloud Computing.
