| Southwest China is one of the areas that suffered from frequent earthquakes and severe disasters, facing the severity and urgency of emergency disposal. The land area of the five provinces in Southwest China accounts for24.3%of the whole country, and since1900, the number of earthquakes over five magnitude accounts more than52%of that in the whole country. At the same time, the earthquake emergency disposal in the southwest China has the most cases and most complex types, so rich valuable historical experience has been accumulated. Earthquake emergency rescue is one of the three working systems of earthquake prevention and disaster reduction. Carrying out emergency management of power allocation in destructive earthquake and solving the bottleneck problems in critical period are helpful for Seismological Bureau and Ministry of Civil Affairs and other relevant departments to strengthen the construction of self earthquake emergency response capacity and discover the existing problems and difficulties, significantly improve the government emergency management and public service ability, and create a good relief situation with government’s leadership, departments’coordination and social linkage to maximally reduce the loss of life and property after earthquakes.This article through the analysis of the importance of emergency management power and its allocation, use public management and crisis management theories to analyze the existing problems and influencing factors. This article summarizes the cases of earthquake emergency disposals in the southwest provinces and together with the region special economic and geographic features, analyze the characteristics of earthquake disasters in Southwest China and regional characteristics of emergency disposals. According to the earthquake emergency demand in the southwest, study the index of the allocation of management forces in the rush period of destructive earthquakes and provide reliable support for the scientific, feasibility and rationality of emergency countermeasures, make southwest earthquake emergency decisions more scientific and standardized with pertinence and practicality as well as provide important reference for the government to make scientific decisions and deploy disaster relief operations quickly.In emergency plan construction:improve the supporting magnitude response mechanism of emergency plan.In system management:establish a unified and comprehensive earthquake relief and rescue system, strengthen inter-agency coordination and improve self construction of all departments and get prepared for the earthquake prevention and disaster reduction.In management mechanism:construct the destructive earthquake emergency response mechanism suitable for southwest provinces, including the power allocation of rescue teams and relief supplies, improve the building of emergency response capacity improve the classification management of earthquake emergency response mechanism, standardize the allocation and content of various rescue forces and establish systemized classified emergency rescue response security system. |
