Shaanxi Province is one of the largest energy production and using province of China. In2010, Shaanxi province was determined as the low carbon economy pilot province, the circular economy development planning of Shanxi Province also have the target to reducing17%of carbon dioxide emissions. Using the carbon trading market can reduce carbon emissions more effectively, so as to realize the target to develop the low carbon economy in "Twelfth Five-year Program(2011-2015)" of Shaanxi province.This study analyzed the economic-environmental mechanism of carbon trading; calculated the total carbon emissions of Shaanxi Province from2001to2010by year, and2010by industry types, through the research of energy using characteristics between different area and industry types, obtained carbon emission features of Shaanxi Province; made a comparative analysis of carbon trading models have been implemented; within considering the characteristics of Shaanxi Province, explored a suitable carbon trading mode and made the conclusion:(1)Energy consumption of Shaanxi Province is growing rapidly, the growth rates are mostly higher than the national average level, and the energy consumption structure is stable coal-based, the energetically consumption is the main aspect.(2)2001-2010carbon emissions of Shaanxi Province are2001is8011.0t,2003is10004.53t,2005is21690.09t,2006is21031.33t,2007is25325.75t,2008is29298.44t,2009is27890.61t,2010is32450.93t CO2, average growth rate is about18%. On the situation of energy types, coal-based emissions are stable at80%.(3)Carbon emissions of the main industries in Shaanxi Province in2010:power industry101041.27Kt, transport industry17447.06Kt, coking8316.56Kt, steel industry10001.99Kt,cement industry17047.02Kt, synthetic ammonia industry4001.61Kt, agriculture1026.93Kt.(4)In Shaanxi Province, energy using (energy intensity) and carbon emissions (carbon intensity) per unit of GDP, are decreasing year by year; per capitally, economic growth has exceeded the carbon emission growth; economic growth is a major factor in stimulating the growth of carbon emissions of Shaanxi Province.(5)Shaanxi Province has large emissions reduction potential, and the costs of emission reduction are obviously different between areas and industries, which perform a premise of local carbon market.(6)According to the characteristics of different periods, carbon market of Shaanxi Province should be divided into three stages:the first period is mainly CDM project development, voluntary emissions reduction is complementary, at the same time, measurement of regionally, industrially carbon emissions standards, establishment of greenhouse gas emissions monitoring system should be on; the second phase should reference the SO2emissions trading emissions already have, the principle is quantification, trading pattern is similar to the CCX, mainly voluntary emissions market, the distribution of emissions is free, exploring the secondary market is most important; The third stage is similar to the EU-ETS, based on permissions, a national carbon market has a whole firstly and secondary structure.
