The purpose of study on oil emergency transport of earthquake is obtain a plan which involved the shortest time and least number of oil depots. There is some difference on properties between oil and other goods, so There is some difference on potential terminals and paths between the oil emergency transport and goods emergency transport.When the potential terminals and paths of the oil emergency transport were determined, then began the study on earthquake oil emergency transport. The optimizing of oil emergency transport include two aspects:the optimizing of paths and the selection of oil depots. Building the model of oil emergency transport is the first task in the optimizing of paths. The model includes the figure of paths and the standards of path evaluation. The figure of paths was build by the nodes which were decided by the map measuring and the paths which were decided by the validity coefficients. The standards of path evaluation is functional models, includes the calculation methods of path time coefficients and risk coefficients, and the standards of path evaluation. Then is the optimizing of paths, the methods is by running the software programs. The principle of the methods is the genetic algorithm and ant colony algorithm. The programs were accomplished by improving the two algorithms. And the optimized path was obtained by gathering the results of programs. The selection of oil depot using the result of optimizing of paths to guarantee the shortest time. And using the emergency scheduling algorithm of multiple terminals and multiple goods to complete oil transport plan which can satisfy the needs of disaster areas and has the minimum oil depots. Finally obtain a oil products transportation plan with shortest time, minimum oil depots and satisfy the needs of disaster areas,under the condition of channels breaking.
