Power system is a complicated large system. It is composed of generator,transformer,transmission line and electricity equipments.With the constant enlargement of the scale of power grid structure and sustained and rapid economic development, Power grid load showing explosive growth, but want to maintain this complex power grid can normal valid of circulate,the power grid security and stable operation is necessary and important, Once power grid lose stability because of power system fault, and paralyzed the whole power grid. That will cause the people’s life,the produce of industry and the economic of nation to incur extraordinary losses and the serious social influence. So that establish reliable the three-defense-lines is a necessary way to assure secure and stable operation of the power system. Security stability control device is the important equipment about power system emergency control.lt is the indispensable important equipment in the second or third line in the the three-defense-lines. It can solve the security and stability problem caused by various of serious power system fault in power grid, and ensure the power system security and stable operation.Firstly my paper introduce the basic concept and the effect significance about security stability control in power grid, and detailed describe the development course and the present situation of the power system security and stability control device,and describe the basic concept about security stability control in power grid,and introduce the three aspects about the power system disturbance on the effects of the whole power grid,four kinds of power system operation state, theory of knowledge about the three-defense-lines,and simple introduce the the relationship between stability control device and relay protection device, to improve the control measures about security and stability of power grid and control decision mode about security and stability control device and so on.Secondly detailed introduce the software and hardware platform,and main function about SCS-500E distributed stability control device, and specific describe the measuring principle of the stability control device, the criterion of operation and outage about element of the stability control device, the discrimination of power grid operation mode, the criteria of the stability control device startup, the judgment of fault tripping in line.,the principle and implementation method of the generator triping and control strategy and improve reliability method about stability control device.Combined with100MW generator unit connected to Anhui power grid, analysis the existing stability problem after access to the power grid, Through establish guanshan-yongfeng-tongling power plant stability control system,to solve stability problems of power grid after500KV lines trip at a particular operating modes of power grid, forward design scheme of guan-yong-tong area stability control system, Detailed introduce the required function and control strategy about500KV guanshan substation,yongfeng power plant and tongling power plant, According to detailed design and development about hardware and the function of software in guan-yong-tong stability control system, detailed introduce the each part of the the software implementation of the system,and formed specific control strategies and logic control scheme to solve the existing stability problem about the above power grid.In order to verify the various of logic and correctness of criterion,my paper based on authentication scheme and program of test, through the UTD-200special test equipment to simulate variety of operation status of power grid and various of fault forms,and detailed verify and test various of control strategy and logic on guanshan-yongfeng-tongling power plant stability control system. Test results indicate that the function of the design and development basic satisfy the stability control needs in guanshan transformer substation and the power plant, and ensured the reliabled output of the west channel of Anhui electric power and the secure and stable operation of the Anhui power grid.
