China-japan Friendship Hospital Independent Scientific Research Subject Establishment And Research Of Concluding The Performance Evaluation Index System

[Objective] To study and structure a preliminary indicators system for evaluating the projects of China-Japan Friendship Hospital in finished phase. And eventually form an evaluation system based on hospital network for performance in finished phase.Provide a reference for the policy decision making of hospital research management.[Methods](1)With Delphi method, selected25experts according to strict inclusion criteria, those experts were investigated for two times. We design the questionnaire using Likert5-scale method to collect the experts’opinion of the importance of every item. We also collect the degree of familiarity with the content of the investigation and the authority coefficient, and according to the two times survey can improve the degree of convergence of experts’opinion.(2)With AHP (Analytic hierarchy process) method, calculate the weight coefficient of every item. Useing the difference of importance score between any two items to decide the exponential scale of the judgment matrix, the aim is to ensure that each matrix has consistency sign. According to the analytic hierarchy process, indicators in level one and level two were used to establish the multi-rank judgment matrix. And the weights of items were then identified. The data were analyzed with SAS9.1and SPSS16.0.[Results](1) Calculate the experts’positive coefficient, mean, out of the rate, standard deviation, coefficient of variation, authority coefficient, coordination of expert opinion of two times questionnaires. The results shows that The first round of the survey response rate was100.00%, the second round of the survey response rate was100.00%, the positivity of the experts was fine; From the standard deviation and coefficient of variation we can see that degree of dispersion is decrease, that means the degree of convergence of experts’opinion was improved; The first round of authority coefficient was0.859, the second round was0.833, the consultation results are reliable; The first round of coordination coefficient was0.254, the second round was0.553, according to the significance test, p values were less than0.05, indicating that the results were desirable.(2)According to the questionnaire result of Delphi method, the indicators system for"evaluating the projects of China-Japan Friendship Hospital in finished phase is a clear hierarchy. There are3primary indicators:implementation of the plan, project outputs, expected output.10secondary indicators:the completion of objectives and content, the use of funds, publishing and published papers, patent application, students training, participate in relevant academic meetings, undertake the follow-up projects, feasibility of declare profit, scientific value of output, practical value of output.(3)In the primary indicators, the largest weight was project outputs(0.393), the larger weight was implementation of the plan(0.365), the smallest weight was expected output(0.242). The weight and sequence of all the secondary indicators were the completion of objectives and content(0.238)> the use of funds(0.127)> publishing and published papers(0.120)> practical value of output(0.094)> cientific value of output(0.089)> undertake the follow-up projects(0.077)> students training(0.068)>sparticipate in relevant academic meetings(0.066)> patent application(0.061)> feasibility of declare profit(0.059). The result of consistency test was less than0.01, consistent with the expected results absolutely. The weight shows that the experts pay more attention to the completion of projects. Turning to the specific output, the experts pay more attention to the publishing and published papers and project leader undertake the follow-up projects.[Conclusion] This study established a scientific, feasible and easy to operated indicators system for evaluating the projects of China-Japan Friendship Hospital in finished phase. Build a simple, comprehensive and practical assessment of the reference model at the same time. The preliminary results of this study provide a reference for the performance evaluation of projects in finished phase of China-Japan Friendship Hospital.
